The innovation in Educational Technology, e-learning, e-tutoring, cloud based technology, flipped classroom and other innovations in the education space may prove that excessive investment in infrastructure is a waste. Learning space can be very well created without must investment in infrastructure. Basic facilities are required to ensure extra-curricular activities are on. Hard to differentiate between education and real estate industry [in many occasions]

All this may sound utopian but they have been created and have well served the cause of an all round development of the individual.
I feel that investing in facilities is by itself not a waste but its abuse or misuse certainly is. As an example, when school auditoriums are hired out for marriage functions for the simple reason that they are not in use, then such an infrastructure is certainly a waste. School play grounds for public rallies or college conference rooms for private parties. The list is endless.
When something is not used for its intended purpose then it is waste.
