Re: [MTC Global] UGC asks varsities to award degree to students within 180 days on successful completion

This emphasis should come in Kerala. In many of the University affiliated colleges in Kerala, the exams are conducted a year after they finish the learning. For ex. 2014-15 academic year exams are conducted only during 2016 which usually after a year of learning. The disadvantage is that the students should have to go on study and exam leaves during the next year wherein they are supposed to learn. The great advantage is that they had to remember the subjects till they write their exams, which is rarely possible and seen in those who are writing on-time exams.

Generally the reason is lethargy in decision making process at University Boards, unnecessary ego in accepting a feasible / right decision, unwanted politiking in educational affairs, late consensus for any decision by the boards, improper / late / no information download / communication to the respective stakeholders regarding the decisions, etc.

We must appreciate the HRD Ministry, GOI  for taking the bold step. Most unfortunate part is that students are deprived of their legitimate claim.

GoI must ensure strict implementation and responsibility must be vested to the higher authority of the institutions/organizations/universities.

Failing of the duties must be dealt with severe punishment.

Dear Sir, Why is it that someone has to point out that a duty must be done. It clearly
indicates a disregard to follow the norms. Why cannot the audit reveal this dereliction
in the university forums. In our great country, the courts tell the Govt to perform its
function diligently, the seniors in the Govt to tell the juniors to do things and then
the juniors pass it on to the humble clerks & peons to do the needful. The humble clerks
and peons are not expected to be responsible; so the irresponsibility moves upwards in
the same vicious way.
Cheers!!

The University Grants Commission has asked all the universities to religiously follow
the UGC Regulations, 2008 and facilitate smooth and timely delivery of degrees to
students.

UGC has representations and references from 19'" May, 2016 been receiving a number of
complaints, different stakeholders in higher education regarding some universities which
are not awarding degrees in time to the students enrolled in different programs of study
offered by them. Time and again, UGC has written to institutions of higher education in
the country about the rights and entitlements of students.

The Commission has formulated and circulated elaborate guidelines about the fundamental
entitlements of a student who enrols in an institution of higher education to study a
program. Needless to say, giving the degree in time after having successfully completing
a program is an inviolable privilege of a student.

UGC in its letter to varsities said, "Considering the huge significance of this
privilege, the Commission notified full-fledged regulations entitled UGC (Grant of
Degrees and other award by Universities) Regulations, 2008, the regulation 4.4 of which
mandates that: "The Degree award date/s shall be within 180 days of the date/s by which
the studenb are expecbd to qualify and become eligible for them"

The period of 180 days is more than sufficient to perform the task which constitutes
perhaps one the most fundamental and primary duties of a university. lt is understandable
that withholding degree of a student who has successfully completed his tenure in the
institution of his enrolment, for whatever reasons, amounts to constraining opportunities
of a student.

UGC has taken a serious view of the this issue and will be constrained to take punitive
actions as are notified in Regulation 9 of UGC (Grievance Redressal) Regulations 2012
against the university.
