Thanks Dr. S Mishraji for putting the issues of NIRF and PhD eligibility on the anvil, on the forum platform. Sir, I respect and agree with your views.

Incidentally, I am a BE (Mechanical) graduate, 1967, from the then Marathwada University, Aurangabad, did my ME(Mechanical: Industrial Engineering) from the Shivaji University, Kolhapur within the prescribed duration in 1974, and later on, in 1985, did my PhD (Egg: Industrial Engineering & Management Department) within 3 years, from the IIT, Kharagpur. I was associated with the then Pune University, Pune, from 1973 to 1987 in one or the other capacity. My stake in the matter is given below:


For such and similar anomalies Indian mind set is the main culprit. The mind set is something like this:

  1. Compliance through papers is enough and sufficient. The applicant is responsible, in case it is later found out (by whom and for what?) that the data is generated and/or false.
  2. In education system too there exists. caste system! IITs, NITs, IIMS, Central universities,private, Govt. run institutes, etc., are treated differently even though they are required to submit data on similar/same lines.
  3. The universities/institutes that are in limelight (illusion brand, in fact) are weighted more without regards to the ground realities.
  4. Ph D in India is earned not for teaching, not for research, not at all for knowledge but mainly to capture higher post or status. Some typical examples are:
  • One university admitted a BE Pass class of 1985 batch (the old rule: if one passes exam with exemptions, in compartments with more than one sitting, but if one passes the exam in one sitting, then I, II and III class awarded) candidate for PhD in mid-90s, while the rule was: a candidate passed in third class not eligible for PhD registration. This guy now is a top-notch educationist.
  • One university Professor in Physics was allowed to work as ME guide in a defense institute affiliated to a prestigious university.
  • One IIT granted PhD to a candidate almost after 7 years of registration.
  • One IIT offered PhD in Humanities to a candidate with ME (Civil) qualification.
  • 3 approved guides turned 3 PhDs who were working under a single pseudo-guide (not approved by university).
  • A BE (Mechanical), MMS guy churned out 3 PhDs in Manufacturing in mid-90s from a university located in rural and backward area. As per the PhD rules, this guide was not eligible on any count, experience, expertise or qualification. And even up-to recent past he has been invited as PhD external examiner.
  • One guide above 65 years of age turned 3 PhDs in Mechanical Engineering from 2 different universities.
  • The wear on a T-max tool (that is of one's finger nail size with around 3-5 mm depth) is measured by using a dial gauge: a reply given by the PhD earned scholar based on his own PhD research work.
  • I in one university the practice was (in mid-80s) if, two Indian external examiners okay the theses, no need of defense. The candidate, a senior professor, obtained a positive report from one examiner but the second examiner from IIT was hesitant to do so. Finally, the political pressure worked, the professor collected the second good report on person, and lo! within a week became VC.
  • India is the land of wonders and wonderful people. We are successfully running the largest democracy in the world.
  • Believe in me one guide has turned over 100 management PhDs, really a world record!.

Do you accept/agree that overall; Indian PhDs have contributed extensively for the societal and national development of the country?

1] On the issue of NIRF, I feel the UGC will have to be extra careful in entitling and empowering the beneficiarieson the basis of their ranking scores. Today's newspapers carry a press conference briefing wherein the BAMU Vice Chancellor haslauncheddiatribe against the mechanism of NIRF. He states that he and his University provided honest information and got a position between 100 and 150 whereas Savitribai Phule Pune University did some clever glossing over andwindow-dressing to get a rank within 10! This needs serious examination and scrutiny of the entire NIRF scheme to use it as a means to offer concessions and entitlements by the UGC and the MHRD.


2] The very idea ofbasing Ph.D. enrolments solely on NIRF ranking and the NET qualification, appears immature. First, the purpose and methodology of NIRF andthe purpose aredifferent.NET was basically to tap the teaching talents for colleges. For reasons yet not clear, the JRF test was harnessed for the purpose, in which many modifications have been made, since.

Second; the linkage of Ph.D. to NET appears to have been done keeping solely the faculty needs of the educational institutions; but there can be some scholars and scientists working free-lance or with labs, companies and independently as professionals andmight be interested in pursuing a doctoral project. Their interests seem to have been ignored in this. In fact, this group of scholars bring the realvalue in the academic value chain and the national talent capital.
