My take is:

  1. PhD earned from abroad or in India makes no much difference.
  2. The academic and professional culture and transparent climate in institute/university makes the real difference.
  3. Such a culture/climate can certainly be created if some thing like  is in place:
  • Climate and national spirit plays the key role more  in the right functioning of institute/university, than that of compensation,
  • Recruitment at all levels especially VC, Faculty, etc., must be purely on merit based without regards to whether it is under open or reserved category,
  • Process and performance management in place,
  • Periodical progress review and academic audit  strictly adhered to,
  • Fixation of accountability, duties and responsibilities, Job Evaluation Manual is preferred,
  • Defaulters be mercilessly booked and punished (the % of such personnel is almost NIL in India),
  • No political interference in any part of functioning of institute/university (the scenario in different universities in India is the outcome of the fact that such agencies since independence are in the wrong hands; politically charged.
  • If India adheres strictly and rigorously to such and similar measures, India can produce at least 10 to 20 World Class Universities in the next five years, do believe in me. India had three world class universities: Madras, Bombay and Calcutta in 1947!
