I do not deny that fact that quality education can pay dividend for the country in many forms but in order to be able to achieve the desired goal in education large amounts will have to be spent on regular basis.
1. Initial capital investment is needed to building schools and teacher training institutions facilitating quality learning.
2. Large number of teachers need to be trained/re-trained to ensure quality education.
What is the past experience in this regard? RtE is almost a decade old, what is the achievement? Can we ignore past experience and present state of affairs.

Governments are not able to pay (by their own standards only) to private schools for the 25% seats filled under the RtE act . I beg to differ that funds would not be a problem. Before any further steps, can the governments bring exiting schools to the desired level of capacity and competency to impart quality education. Let us start with that.

My take is:
- "One nation one education is " is panacea of all ills in India: political. educational, moral, poverty, unrest/agitation, social, etc.
- Abolish private sector and only keep Public sector operative.
- 10 years are enough to stabilize the primary public sector. If necessary, deploy all pass out graduates to this task in rural/tribal/urban areas.
- Simultaneously start with overlapping planning of secondary and higher education sector with a time frame of 20 years. Do not compromise with lower target achievements, fix responsibility and teach lesson to defaulters..
- Believe in me the cost of project can be met easily because (already State/ Central is funding to 30-40% schools in primary sector. Once the foundation is done rightly, cost of quality of education will be free because think in terms of savings in such matters as wastage reduction, unfair/corruption practices reduction, no waive of loans to farmers/business/industry/banks, etc., other social divide issues like coaching classes, private schooling, etc. would be wiped out.

Varanasi social activists have recently launched a signature campaign to call for a unified primary and upper primary education in the country. The campaign has gained much momentum as of yet. One of the issue raised is to abolish the private education system. They are raising voices to have individual state boards, managed by the government, across the country under which students in the primary (1-5) and upper primary section (class five to 8) would receive common education.
They advocate that this is an essential to improve education standard at government-run-primary schools besides providing a level-playing field for students from various background.
In the state of Uttar Pradesh, there are 2.43 lakh government run schools, including primary and upper primary both. Altough, when inquired about the potential plans of students once they passed class 8, the activists said the matter would be looked into once the 'one India, one education system' is implemented.
Social activist Dhananjay Tripathi said, "The national signature campaign commenced from Banaras Hindu University (BHU) gate on July 5. It is aimed at drawing the attention of government authorities towards the need for a single education system in the country."
They promote that there is an urgent need to implement 'one India, one education' system wherein it should be mandatory for all government authorities and public representatives to enroll their children in government primary schools. They also referred to the Allahabad high court order of August 2015 wherein it had instructed the chief secretary to ensure government employees, officials, people's representatives and those in judiciary send their children to government schools.
"The state government must ensure implementation of the order and come out with a plan for 'one India, one education' system," activists said.
"At present there are two education systems: private and public. There is a sea of difference between the two as far as quality of education is concerned. It is an open secret that private schools are identified for imparting quality education while the quality is poor at government-run primary and upper primary schools. By implementing 'one nation, one education' system, the differences can be reduced to a great extent," Tripathi said.
The social activists took out a procession at the BHU gate, Assi ghat, Dashashwamedh ghat and other areas of the city on Friday, as part of their ongoing signature campaign. The move was to appeal people to join the signature campaign to create pressure on the government for implementation of the single education system across the country.
Including 15 BHU students, the group driving the campaign comprises 25 activists. They set their aim to cover eastern UP districts including Varanasi in the first phase of the ongoing campaign in July. Forth this, from August 1, the campaign will be launched in other parts of the state. The activists are associated with joint action committee and right to education campaign, UP.
