Dear Sir, We in India have two broad streams of education. The first,Professional
education that ends with diplomas and certificates and the second, academic
education resulting in degrees. It is generally assumed by the people that only
degree education is essential for a person to get a job. This has led to students
flocking to colleges for admissions. It has resulted in over crowding in the
classrooms and very indifferent delivery of lectures. It has also encouraged
coaching classes to drill the students for examinations.
As concerning professional education, these are largely skill based and accepted
by the Industry for jobs. However, there is a divide between the two streams and
for pursuing higher education, a professional qualification is not recognized by
the local University.
To cite an instance, a student completed the AMIE diploma. Now this diploma is for
those who are working and wish to pursue engineering. The Institution of Engineers
recognizes the AMIE as being equivalent to a BE. So when a student chose to pursue
M.Tech in an engineering college, the authorities had no objection and at the
entrance stage, even the local Univ did not object. When the student decided to
appear for the examination, he was denied a hall ticket since he had no graduation
but a diploma.
The AICTE has done a similar damage to management education by sanctioning the
PGDM, PGCM courses in colleges. The local universities have not recognized the
PGDM as being equivalent to an MBA degree. To those who wish to do a PhD, this is
a setback.
There is an urgent need to address this problem. The UGC has simply no manpower
but use the Local Inspection Committees(LIC) of the Universities to do their job.
There is the problem of the jurisdiction of the LICs, being restricted to only the
affiliated academic colleges of the Univ. The UGC has advised the Univs to merely
list non approved colleges and tag these as a category. These "Tagged"
institutions are close to becoming un-recognised, being non approved for
affiliation. It has created a class of have-not institutions ( these include the
IIMs also!). It has established the supremacy of the academic elite as the
guardians of all form of higher education. It has sent the wrong signals to all
forms of Professional education.

....with all your rich experience, it may not be a difficult task to give the
necessary guidance and support to your affiliated engineering and management
colleges....no doubt, AICTE has done something good...universities can learn all
those good things....but maximum good to the maximum institutions can be done by

Dear MTCians,MHRD has failed to protect AICTE and this is going to become a big
Challenge. Universities are yet to prove its ability through improving its quality
of education. AICTE process is time tested and
fool proof. UGC can copy the document but can it make all its Universities to run
like AICTE. A big question.
