Description
Responsible for the technical quality and delivery of the software solution. The technical lead is responsible for the translation and construction of complex business problems into sound technical solutions; provide technical and architectural direction to the software development team; ensure that development efforts are adhering to analysis, design, and development standards; provide insight and guidance on overall system design; responsible for application technical solution and contributing to the infrastructure technical solution; document and communicate technical and architectural requirements. The Technical lead will work with project management to define and help drive plans and activities, as well as working with the team helping to solve problems, mentor resources, and provide general technical leadership on technologies used in the solution.
The technical lead is also responsible for working with project leadership to set standards and execute development practices including code management, deployment, and environment management. This position requires someone who is hands-on with recent implementation experience with IBM Tririga or other IWMS COTS applications from both the application development and infrastructure perspective.
Project:
The purpose of this project is to assist our client with implementing its new Integrated Workplace Management System (IWMS), IBM Tririga. The project, called New CAMIS (Capital Asset Management Information System), is a major undertaking of the Division of Capital Asset Management and Maintenance Agency (DCAMM). This represents a replacement of an existing CAMIS application, and a significant advancement over current capabilities and functionality. The New CAMIS application will be implemented using the IBM Tririga product.
The incumbent is responsible for the successful implementation and delivery of the New CAMIS (IBM Tririga) project through its entire lifecycle including software procurement, project planning, design, development, testing, training and rollout, maintenance and monitoring lifecycle. Specific duties include:
- Provide project technical guidance and leadership working with all resources including technical resources, business users, software and hardware vendors and partners through the entire project lifecycle
- Work with IBM and other integration partners, consultants, DCAMM sponsors, agency user groups, IT SMEs & DCAMM business units to define a project roadmap and implementation plan that reflects business priorities, technical requirements, and organizational readiness
- Oversee all technology and staging, validation and transformation of data provided by DCAMM
- Centralization and organization of data for optimized reporting, analytics, and overall transparency
- Design, technical implementation, and management of public and internal facing web based reporting.
Specific Deliverables:
- Lead the design and review of technical architecture, including logical, physical, data and infrastructure.
- Manage and assist in setup and configuration of tools and technologies across all project environments (including, but not limited, to development, test and production)
- Participate in Governance model for the CAMIS project including an Executive Steering Committee and project meetings, status reports, risk mitigation, issue escalation and resolution processes
- Create, review and maintain all project technical documentation
- Support the technical management of each project phase to delivery date
- Help manage vendor relationships
- Lead and direct, in conjunction with Project Manager, the project technical team including technical mentorship, problem solving, issue tracking, and implementation process and standards.
- Understand the IBM Tririga products features, technology, functions, constraints and limitations and accordingly guide the design and development to minimize configurations and customization while still meeting business and technical needs
- Define technical requirements for all Commonwealth (DCAMM & other agencies) stakeholders and use cases for all CAMIS users across all Tririga modules
- Ensure data migration and integration with other IT applications to support business goals
- Plan and implement System Testing and UAT for each individual rollout and major implementation
- Plan and implement a Train the Trainer and End User Training for all CAMIS users
- Support with Project Manager project communication of status, risks and issues to all business sponsors and stakeholders including but not limited to the DCAMM Commissioner, CFAC, ANF SCIO
Experience Required:
- At least 5 years of recent experience as a Project Technical Lead
- At least 3 years of experience implementing Facility and Asset management applications such as IBM Tririga or MAXIMO.
- At least 5 years' experience in implementing enterprise applications including web based solutions for internet, extranet and intranet
- At least 3 years' experience implementing 3rd party COTS applications
- Experience in database and warehouse design with COTs Facility
- Experience in IWMS technologies including IBM Tririga a plus
- Experience in designing and implementing infrastructure to support development and production of Facility and Asset management systems
- Experience in designing and implementing solutions in a highly available, clustered environment.
- Experience in implementing solution technologies in a Linux environment
- Experience in web technologies including JBoss web and application servers
- Experience in JavaScript and java technologies a significant plus
- Proven effective execution experience in high visibility, high criticality programs with multiple stakeholders both within and outside of the client organization
Skills Required:
- Design, implement, and support business application solution custom or COTs products
- Design and implementation of infrastructure to support applications, including implementation and management of development, test and production environments.
- Knowledge of the full system development lifecycle
- Contribution to the infrastructure architecture and application of technologies within infrastructure
- Contribution to the design and implementation of the business solution.
