SCOPE OF SERVICES 

The Senior MOTI Technology Project Advisor will work with closely with the Mayor's Office of Technology and Innovation (MOTI) to assist agencies successfully implement select IT projects by consulting on the design, development, support of new system, add-ons or modifications to existing applications or architecture by:
1) Helping agencies strengthen internal controls and improve performance as related to IT project management and delivery;
2) Conducting project assessments and developing mitigation plans;
3) Assisting agencies through the provision of tools and consultation, as needed. 

As part of their role, the Senior Technology Project Advisor will assist the MOTI team to develop best practices and frameworks for assessments, design and implement IT project-related dashboards and reports, and work closely with the agency technology staff and other key stakeholders.

 

Specific responsibilities include, but not limited to:

Create and implement new framework for conducting Technology Project Assessments (with Senior Architect and MOTI)
- Meet with MOTI and key agency stakeholders
- Document requirements
- Conduct research on similar processes
- Document new framework for TPA
- Present proposed process
- Finalize and implement new project assessment framework 
Lead ongoing project advisory assessments for select IT projects

Review reporting methodology for tracking project assessments 
Review dashboard for project assessments

 

MANDATORY SKILLS/EXPERIENCE Note: candidates who do not have the mandatory skills will not be considered.

The successful candidate should possess the following:

• At least 8 years of experience working as an IT auditor or in a risk-management function;
• Applied relevant technical knowledge of engagements conducting application, infrastructure, or process assessments;
• Extensive knowledge of IT Risk Assessment Frameworks (e.g. NIST, ITIL, ISO 27001);
• Excellent client management skills;
• Demonstrated experience working with technical and non-technical staff;
• Strong written and verbal communication skills;
• Excellent analytical and organizational skills;

·         Ability to interface with executive level management and to respond positively to changing needs.

 

DESIRABLE SKILLS/EXPERIENCE

 Graduate degree in a related field preferred
