No system can be fool proof and every system has its pluses and minuses. It is all dependent on the administrators and beneficiaries. Unfortunately every system in India is marred by greediness , corruption and mediocrity. Still as Mr. Khanna says, competition at least forces the stake holders to move towards quality may be it takes a little time.

If we are talking autonomy innumerable examples have shown that it has been disastrous.

We are not made for autonomy-and unfortunately the ones that regulate are still in the slave era.
