How would you all handle this case?

27 year old woman states she's been to the dentist last year for hygiene and the previous office caused her pain so she was nervous about going back. Now presents to my office for pain around #31 and slight swelling. Finances are a concern, only has $2000 to spend on dentistry and has credit issues and won't qualify for any financing. Looking at these photos/xrays, what would you recommend as the best course of action to get her stable as quickly as possible, eliminate the infection and decay.

My initial recommendations were:

1. Antibiotic coverage
2. Full mouth debridement
3. Extract 2, 15, 18 & 31 and place bone graft material
4. Follow up for perio evaluation and comprehensive eval to determine additional tx plan
