Job Description

:

 

Responsibilities: 

* Work with the Business, PMO, and TOS to create the corporate release/deployment schedule for the enterprise portfolio. Incorporate Business dependencies in the release schedule and ensure alignment with the intended launch schedule for TOS and Business. 
* Provide leadership across multiple concurrent portfolios within the Corporate Initiative portfolio, with overall accountability for operational excellence within the Release Management function 
* Build relationships with business sponsors, understand their commitments, and establish trust and dialogue on how to support those commitments. 
* Assist business stakeholders in prioritizing maintenance and enhancements work; articulate clear prioritization and business justification to delivery teams and convey IT constraints and dependencies to business users 
* Define Release Management Key Performance Indicators, including metric definition, collection plan, collection frequency, collection ownership, reporting mechanisms and related process control plans 
* Determine and produce necessary organizational change management (OCM) artifacts, including communication and training plans, stakeholder and end user communications, training material and roll out plans 
* Develop and execute against plans to ensure predictable releases with high quality and strong risk management. 
* Ensure final release schedule meets the critical business needs of the Strategic Business Unit stakeholders and TOS 
* Provides regular weekly updates to C-Suite, Vice Presidents, Directors, project sponsor and stakeholders on the status of the release Schedule and production deployments. Documents business justification and impacts for slippage, delays, and planed target changes. 
* Communicates department strategies and objectives effectively within the department and across the organization. Delegates responsibilities and oversees operations to ensure strategies and objectives are being met in an organized and timely fashion. 
* Monitors overall work processes and standard procedures to ensure performance is to company and industry standards. Stays knowledgeable of program and project delivery and important emerging delivery risks and timeframe changes to mitigate impacts to overall release schedule execution 
* Establishes and develops staff through ongoing training programs, operational procedures, communication skills, policies, technical skills, etc. 
* Develops a comprehensive Risk Management Plan at the Program Level within the ITIL Framework as defined in the CareFirst Processes. 
* Documents and communicates an assessment of the Release Management, its affect on the Portfolio and the level of Corporate Exposure to Operations Council and Steering committees. 
* Lead matrix team of people who have responsibility for strategy and development, including systems and application development, vendor management, and legacy systems integration. 
* Leads a matrix team to create deployment scripts, conduct major deployment release weekends, and insure resources, plans, back-out plans are completed and ensure all configured items expected to be in the release packages are present. 

Requirements: 

* Bachelors degree in Computer Science, Business, or Engineering or equivalent work experience required. 
* 10+ years of IT and business experience in strategic planning, development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms. 
* Previous technical project management experience in a dynamic high-technology environment is a key to success in this position. 
* ITIL and Six Sigma Practitioner Preferred 
* Knowledge of Release Management tools 
* Advanced verbal and written communication skills, including facilitation leadership and presentation development, able to communicate at C-Suite and Executive level 
* Excellent interpersonal skills to build positive working relationships across groups and all management levels 
* Ability to excel in ambiguous business situations by adapting plans and approach 

Skills and Preferred Qualifications: 

* Defining release and deployment plans 
* Coordinating multiple releases via a schedule 
* Ensuring that each development consists of a set of related assets and components that are compatible 
* Ensuring that all releases and deployment packages can be tracked, installed, tested, verified, uninstalled, and backed out 
* Recording and managing deviations, risks, and issues related to the new or changed service and take corrective action 
* Coordinate with Change Management function align to the Release Management Function 
* Demonstrated ability to deliver IT solutions via Agile delivery methodologies 
* Demonstrated knowledge and experience in delivering projects in a fast paced environment 
* Subject matter expertise in Release Management Discipline within a large enterprise supporting 100+ production deliveries a year 
* Ability to work fluidly with several engineering disciplines, including program management, development, test, operations and support. 
* Strong analytical and organizational skills 
* Sound problem resolution, negotiation, judgment and decision-making skills 
* Proven Microsoft Office Skills: Visio, Project, Outlook, Word and advanced Excel 
* Demonstrated knowledge and experience with version control systems, Serena Dimensions, Subversion and SourceSafe
