Dear Prof Maya Salimath There is no text book solution for this problem. Depending on the necessity you ma have to do both. In case your work is an extension of what has already been done, irrespective of time factor, you will have to review works done by anybody in that field. However, if you are venturing into new areas, probably quotes will have to be analysed. But quotes are not in isolation. They are in the context of a situation which the individual faced, so reference and analysis of that context and situation becomes critical. Bottom line is if the information is relevant to your research work, not to fill up pages, but to draw attention on certain important facts, concepts or to link your work, then you will have to review that literature. The depth to which you go prepares you better for your presentation and defence of your work. All the best.
