It is worth to reflect and share my views.
top publishers like SAGE also charges for publication. because any peer reviewed journal has to pay a reviewer's fee ( I do not think it is possible to review a paper on free of cost in the current 'consumer world' (except some professors from Universities, who are highly paid and does not have much work). However we need to be cautious about quality of the journal before submitting the papers.
I would like to share my experience of paper publication in a non payment based journal.
I submitted to this so called 'International Journal, where their editorial body consists of eminent professors around the world. according to their policy, they have to respond back to the authors about acceptance /rejection of the paper within three months. they have taken four months and I did not get any response. I sent a mail regarding status of my article. The editorial body told me that there are some minor clarifications asked by the reviewers. We promptly corrected all those clarifications and re submitted. another three months over, but no response! I again sent the status mail. the editorial body did say that they are happy to receive the revised article from us and they wanted another thirty days to respond to us.We waited for those thirty days. but no response. again I sent the status mail and also wanted any positive/negative feedback about the article from their reviewers. the editorial board informed me that 'If we do not get any feedback from the reviewers within next thirty days, we consider it as ready to be published and do the same in the next issue.we patiently waited for those thirty days (plus ten more days!). nothing happened. again I sent the status mail saying that If we do not get any response about the article within seven days we are planning to withdraw the article. no response immediately but ninth day we got the mail saying that 'our article has been considered as withdrawn and no more communication regarding this'.
the entire process took 14 months and finally we submitted to other paid journal and got it published (it was after three years later of our original research work!!).
in another case I withdraw my article after two years because no review comments from them (Indian Journal, published by Government University body, no processing fee).

Payment for publication is like payment of fee by students. Even in the mid eighties, when I was doing my PhD, there were jounals charging as high as $200 as review charges. They were quality journals that paid handsomely to reviewers. Today it has become a business.
Like quality education is expensive as the good universities pay higher salaries to retain good faculty. There are others who run it purely on profit motive.
Paid journals create more opportunities to publish. Some of these (may be 10%) could attain higher quality  over a period of time.
In a market economy, we should allow the market to decide as to what stays and what goes.

Let me add one more thing. Many NGOs have started giving away awards on some charges varying from Rs 2000 to Rs 10000 as membership fees, award is given away, you may get a certificate with a memento sometimes. It is most unfortunate that honorable members of the Selection Committee (save a few exceptions) do hardly know the value and nature of International/National published papers and International/national Conferences presented papers. Long back in 1987, I appeared before a PSC. I had three publications published in IJPR at that time. On showwing the reprints, the expert, HOD of one of the prestigious Institutes, simply asked me how would he know these are International papers? My response was: Sir, see the quality of paper, it is of UK, see the quality of printing, it is not Indian, see the quality in respects of space, grammar, compactness, ink. it is of UK style and above all, the title of the journal is International Journal of Production Research. No more question. Once, I had been working as VC Nominee on the University Selection Committee sometimes in 1996 for the recruitment of Professor in Mech Engg. One candidate of the parent Institute produced copies of his papers read in some national Conferences on Technical Education. I asked these papers cannot be considered for the post of PME and these are read in National (local) Conferences having less value. in the Selection Committee, besides me, pther members were:
a high Officer from DTE, One expert and the President of the Trust. After the interviews were over, the President asked me Dr. Waghodekar I do not understand what you are talking about for the first time I am coming across such a query, approach and valuation.

This is our process of recruitment. The faculty who publish papers in the mode P2P may obtain benefit. Is it not so? How can the quality of education be ensured? We have to only count the heads against the AICTE 1:2:6 faculty numbers.

Though there are several arguments supporting this model, I firmly believe that such a model would lead to sub-standard publishing and sub-standard research. This has lead to mushrooming of such "pay to publish" houses who are mostly interested in collecting payments from the authors than publishing quality content. The credibility of the content(research papers/Case Studies) published in such platforms is questionable. Solicit your view and opinions in this regard.
