Review fee is different from membership fee charged for publication.  Review fee is charged for the time a reviewers spends on the paper and is not a problem for management research in most cases.  Since getting your paper to be reviewed is itself a big challenge in many of these journals.

P2P or Pay to Publish has flourished because of the API system of the UGC for career advancement and recruitment, which is now obsolete and is in the process of getting replaced by some other model. 

Ultimately if you look at the shortlisting and selection process for management teachers, how many interview board members have expertise in the area that you have published in is always a debatable point.  If the short listing process, demonstration and selection steps include a clear focus on the quality of research and the contribution to the literature then any teacher would look for publication in a good place. 

How the system will evolve is a matter of interest atleast for the majority of the B Schools and University departments where majority of the teachers are recruited with focus only the teaching and training and not on research output.
