It is true. We can understand this by seeing how the Universities and VC's Office credibility is deteriorating. I was told by a colleague in IIT, the HRD Ministry officials play a role in selecting Directors for new IITs and IIMs (may be old ones also). Once their name appears in Panel, they negotiate for a kickback in the amount sanctioned for construction, etc. The candidate who has negotiated well will get the post.

Where are we headed? Is there a future for those who do not want to pay bribes and those who cannot afford the speed money?

It is a general perception that VC Post is a political one and one needs to fund / pay money for the Post. Perception seems to be true as reported in News Paper.
