I thought very much the same.  Dave, the family took the time to list their preference.  Although I think your idea is very well intentioned, why not follow their wishes?

So sad. Just a thought. Maybe they need the memorial to help with funeral expenses. Headstones are crazy expensive. When our daughter died, we didn't specify a memorial fund. However, we were grateful at the time that people thought to contribute. I was in dental school and a proper burial is expensive.
