Ultimate objective: 
The governance of the institutes needs more closer look.The present model of autonomy  without accountability has to be changed. The Board of Governors have to meet the faculty at least once in a year for one hour and get the feeling of the internal governance. The elected members of the faculty should be there in the board.The ex-officio members should attend the meeting and they should not send the lower most officials to attend as proxies. The decisions taken by the board have to be made public through the website. The annual reports have to be  made public through website. The self evaluation, perspective plans,and  strategic plans of the institutes should coincide with the mandate. The allocations made by the finance committee has to be adhered. The corruption should be eliminated in all institutes.The excellence should be welcomed. The CEO selection should be based on the outstanding performance. There should be uniform rule for all institutes. The tenure of CEOs/VCs/Registrars/Deans/ Chairpersons should be uniform in all institutes. Rotation has to be implemented. There is a  need for administrative tribunals for educational institutes.The academic council meetings are to be conducted periodically.
In the absence of these many and many deviations and violations will be there.
What you read in three episodes are only a tip of the iceberg!
Root cause analyses are essential.

So long as any experience, self or anybody else's, is shared without pointing to an individual or an organization there is no harm in such post. At least members would know what kind of malpractice is possible if one come across such situation at any time. This is a teachers' forum and every member should be allowed to express his/her grievances or fears or experiences without harming anybody.

If the story is told by the candidate then it can not be true. It lacks connectivity and linking of knowledge stated in the mail I agree with Dr.Gopal. Hypes like media should not be created.

Let us not cry foul for everything. The priorities of the CEO could be different and we must learn to respect his time. Two weeks delay is nothing. The writer should be requested to visit some of the state and central universities where the delay is as high as even 6 months

The Supervisor got the approval for the conduct of doctoral committee meeting to approve the PhD synopsis and the panel of examiners by submitting the total picture (ministry's approval for implementing the PhD program, fees paid by the candidate, approval of the university for registration, confirmation of the registration,and  papers published by the candidate) The CEO gave the approval after two weeks. On the date of the meeting, he saw the candidate walking towards the venue and he  inquired the candidate. Later he never conducted any meeting in the original venue and told the candidate to meet him in his chambers. When the candidate went requested the PA to informing  the CEO   that she is waiting  to meet him , based on his orders. Now the CEO questioned the candidate that why  she is disturbing him!
When the application was sent  to him for his signature, he is with holding the paper for two weeks.
India depends on such CEOs for creating knowledge  and human capital development!
