Very Rightly Surmised Prof.Dutta. In fact a couple of years ago..... wheat bags lying outside an FCI godown in neighboring Ghaziabad ( U.P.) got spoiled when there were unexpected showers. The bags continued to rot in the soggy ground and a PIL by some citizen asking the Government to distribute it to the poor was countered by ( Dis) Honorable Agricultural Minister - Mr.Sharad Pawar who stated that the Wheat was unfit for consumption and he was mulling the option of exporting it as fodder to some other country. Finally when High Court asked him specifically to respond whether he could not do the distribution and wanted the Court to do it.... he relented..... the situation could be same all across the country....our Ministers sitting in Parliament and vacationing in their constituencies are far removed from the realities....the spiraling prices of Onions is not new....this happened during the BJP rule also and coincidentally was responsible for ousting them from the Office......now BJP is using this as a plant to oust Congress. So long as corrupt ministers who no doubt have a hand in hoarding and black marketing are in power.....the common men would continue to suffer.There were reports of Onions arriving from Pakistan and Afghanistan ( tonnes of them ) but it seems even they were high-jacked and somebody ( read politicians ) made a Kill from the deal. September beginning the Govt. had reassured the people of new imports from neighbors would bring down the prices but this never happened and everything about this stock was down played and forgotten. Actually even Courts are silent spectators and would act only if someone files a petition. Can't the Legal Gentries take a call and ask the authorities using their right?
I guess there is a Need for an NGO which is empowered to keep a check on such hoardings and unlawful market practices. They can also be empowered to stop exports during situations where the domestic productions is either inadequate due to natural reasons of deficit rains or crop wastage due to heavy rains.... another wing could negotiate for restoring the supplies from imports. Government seems to be idling on the current shortage/artificial scarcity to build a strong case for FDI in retails....all the tom-dick and harry would now get an opportunity to claim that had they been allowed this intervention, this situation would not have taken place.

God save our country from such Politicians who keep their interest above common people's suffering.
