Welfare should not lead to create a new elite class. Welfare should not make communities and selected groups disabled, always dependent on mercy of the Government. Welfare should not lead to proliferation of more poor people. Jhuggi Jhopdi system in the country has become a business of crores of rupees. Anywhere and everywhere Jhuggies spring overnight, after few years they are given government houses as a part of resettlement, these houses are sold and the poor is back to jhuggies – because jhuggies are basically owned by the high and mighty and they only take the charge of accommodation given by the government, the poor jhuggi resident has to again go back to some other jhuggi as directed by the boss.
In order to do away with all these ills, what we need is providing facilities of high level education and competency building for those who are willing to apply themselves and do not have means. That would be real equal opportunities. Second level of equal opportunities has to be job for everybody according to his/her ability. Only such schemes can achieve the goal of 'Garibi Hatao' and that is what would be real equal opportunities.

I agree with the views expressed by Satishji.
Helping the oppressed and suppressed is alright but not at the cost of other deserving people (pareto optimality).
Yes we have committed ourselves to the concept of welfare state. But there are other ways of helping the needy such as extending financial assistance or arranging coaching to compete with the rest.
Inclusion should not be in the form of dolling out subsidies, reservations but instead should take the shape of creating/setting new enterprises which can provide jobs while simultaneously arranging work oriented education.
Growth with justice (safeguards for providing needed relief to the deprived sections) should be goal. But this calls for governance as against government which is in vogue.

I am not sure whether any thought was given in arriving at norms for reservation; which should have implied that in ten years affected persons will get fair opportunity and come up to the level of so called privileged class. In practice a small section of "higher class" of deprived groups have grabbed all the reservations depriving the rest of the sections. Benefit of reservations continues for those lucky lot who seem to have created new "sub-caste" who on paper are low caste but can match any developed and wealthy groups. They maintain their tab of low caste to continue to get benefits. It is obvious that the country just cannot provide jobs /opportunities for deserving cases. In such a situation one wonders whether there is any sense in maintaining reservations.
Instead due attention must be given to work oriented education so that all section can get gainful work without looking for jobs which are just not there. Reservation by itself kills excellence.

In my opinion we do need reservation system but of different nature. We need institutions where free education will be provided to have-nots and drown trodden societies to make them competitive to earn their place based on their merits. Efforts of Prof. Anand in Patna could emulated by the Government. A small effort in this direction was made through Navoday Vidyalaya which gave excellent results for first few years and then same corruption entered into these institutions also and today they have remained only for name sake. RtE is a step in right direction on paper but its implementation is so lousy that soon it will lose its relevant. Ensure that facility is given only to those who are willing to invest time and effort and ensure that schools are reimbursed all the cost (not only tuition fees) and we can have good results. But today the state of affairs is that admissions are made on the paper but majority of the students do not attend the schools because then can not afford other costs of uniforms, books, transport, food etc.
