The popular perception rather comments on reservations system in India are totally exclusionary and distorted without any factual endorsement. There is no denying the fact that some flaws are there in terms of identification of 'creamy layer' but that doesn't  defeat the argument in favor of it. The articulation of  'welfare state' in true sense is identified with a new phenomenon called 'inclusive growth or state' wherein the downtrodden sections require special attention. The corporate sector has no such stipulation and is still open for merit. Lets us not dilute the ideology of 'egalitarian society' building based on a measurable scale of socio-economic empowerment. Let's not forget the fact that India is not an exception for ill-treatment of 'aboriginals' and 'subalterns' even in 21st century barring few exceptions.

It is a curse that we in India have a system of reservations. May be such a system may have  sanctity to help the deserving candidates hailing from Scheduled castes and tribes etc., But there are caste based reservations also in many of the states. Under the shelter of some Castes being brought under backward category most of the so called forward castes are deprived of the opportunities for higher education or employment.

Caste stamping and declaration of backward or scheduled castes category  must be based on financial status of such families also. Not that all the candidates coming from backward  cadre are poor or unafffordable to pay fees etc., There are wealthy landlords and rich people who are in a better status coming under the backward category  than those who hail from forward category.  Everybody is trying to get some percentage of reservation in all  affairs. "Welfare state" is not alone applicable for backward clause people but also to other categories. Equal opportunity to be given to all in a  welfare state.

Welfare should not make communities and selected groups disabled, always dependent on mercy of the Government.  Welfare should not lead to proliferation of more poor people. Jhuggi Jhopdi system in the country has become a business of crores of rupees. I agree with the views expressed by Satishji.

Helping the oppressed and suppressed is alright but not at the cost of other deserving people (pareto optimality).

Yes we have committed ourselves to the concept of welfare state. But there are other ways of helping the needy such as extending financial assistance or arranging coaching to compete with the rest.

Inclusion should not be in the form of dolling out subsidies, reservations but instead should take the shape of  creating/setting new enterprises which can provide jobs while simultaneously arranging  work oriented education. 

Growth with justice (safeguards for providing needed relief to the deprived sections) should be goal. But this calls for governance as against government which is in vogue.

Reservation was initially planned for ten years. I am not sure whether any thought was  given in arriving at norms for reservation; which should have  implied that in ten years affected persons will get fair opportunity and come up to the level of so called privileged class.  In practice a small section of "higher class" of deprived groups have grabbed all the reservations depriving  the rest of the sections. Benefit of reservations continues for those lucky lot who seem to have created new "sub-caste" who on paper are low caste but can match any developed and wealthy groups. They maintain their tab of low caste to continue to get benefits. It is obvious that the country just cannot provide jobs /opportunities for deserving cases. In such a situation one wonders whether there is any sense in maintaining reservations. 

 

Instead due attention must be given to work oriented education so that all section can get gainful work without looking for jobs which are just not there. Reservation by itself kills excellence.
