As per my view situation and conditions gives birth to creativity. Definitely education and culture plays big role in for development of it.

Creativity is an inherent quality of the mind. The genius is creative.In some creativity is dormant. In some it is manifest. Education and training can help one manifest creativity. It is like the flame on a lamp. When lighted the lamp gets aflame.
