Any service/commodity which has "free" or "reservation" attached to it by the government is directly related to vote politics and we are aware of it.
To provide any service/commodity "free " is an individualistic trait because these gestures are accompanied with "what, which, where, who and when" and a group of people can not be expected to be in consonance on so many probables.
