Dear Sir, I presume, by illegitimate you mean that which does not belong to you or
have the power to give away.
Most things in life are said to be free. I don't think that giving away knowledge
that a person can use is to corrupt the person. The Philosopher Socrates was held
guilty by the citizens on the charge of corrupting the youth. Later events were to
prove the citizens wrong
Ethical considerations play a role in deciding what becomes bad and corrupting and
what does not.
For instance, if you have the power or the mandate to spend money in works that
serves the common good, then such spending cannot be termed as a corrupt practice.
On the other hand giving away things to a section of people because they are vocal
and disadvantage the other sections causing strife and disharmony as a result is a
corrupt practice.
A more blatant case is to invent useless and thoroughly wasteful projects with the
ulterior motive of helping the self. This is an overt corrupt practice. Even if
the project is for the greater good of the larger numbers but the action on ground
is to delay for power or money for the self or the group, then this is a covert
corrupt practice. We have no limits on the number of such decisions in India.
Alas, it is for those in power to remain free from corrupting influence of state
power. This calls for a high level of transparency and moral uprightness in those
entrusted with power.
