I fully agree with the views of Sri Joydeep who has more eloquently expressed his opinions which I wanted to convey in my previous comments on the issue.

Running an State, is different than running a political campaign. When you run a political campaign, your targets always remain short term. It is limited, to win the minds of people, for a defined period of time, ahead of your competitor.

People who has a better connect with the masses , and has been visible to people through any of the media remains always a better choice.

But on running a state , your can’t make such choices which are considered, only good on terms of media visibility . To run a state you need to think in long term and sometimes you need to take decisions which are unpopular , but make a long term impact on the health and wealth of Nation. Specially in education , whereas any policies, having vision below 10 yrs in horizon, would finally lash out, incompetent people for the Industry and the Government.

How do you conceive a country to develop and grow and become prosperous , with incompetent people remaining at the core ?

Its finally the people and there capabilities, there attitudes, which makes the growth happen . With the growth of Knowledge, based industries, quality people are very important factors , infrastructure are just enablers. Education is the grand machinery, which produces quality people.

Even though when you consider the machine is ok , but you have a machine man, who doesn’t know how to run it , wouldn’t it be threat for the machine itself , that it can break down or make an accident , with the people trying to run it, doesn’t know about the machine ?.

Imagine a situation where a champion swimmer, who have no idea about driving a car , is asked to drive a car , that also in a car driving race. Right people, is important to allocate right jobs, while you run a state.

Taking a leading role in “saas bahu family drama” and leading role in running the education minstry, which will affect the future of the country, is not same.

You are not only doing injustice to the role here , but also to the person. A Champion swimmer must be given a better lake for proving her competency, not better roads or better cars.

Isn’t that the core of HR management practices around the world ?

How can the top job of  HRD in the country be, violating the core of HR Management Practices and HR Dharma ?

For citizens of an economy (best example is China) to be well educated, well fed, healthy and live longer, we need formulation of effective policies for these sectors for the near, medium and long term. There is lot of conviction in Dr Tarun Das"s views on Education & Health sectors & very well acceptable.

But on the other hand - We had erudite Ministers, astute politicians,  profound advisors, intellectual policy makers remarkably assisted by ace bureaucrats, efficient officials to implement & execute the policies & above all educated Indians shining in academic brilliance, in large numbers.

But unfortunately, where did we go wrong in the last 67 years. There is a truth in what Dr V Maruthi Rao is also stating.

Well, as for Smriti Irani, there is no point in comparing her with Shri PV N Rao, Shi MM Joshi, or Mr Kapil Sibal. But, after hearing her yesterday , she has come out as a committed & focussed person who is keen to discharge her duties & perform to her potential to carry out the policies devised by the party & Govt. Her language, diction & delivery shows she has studied beyond class 12. In any case, she will be ably assisted by other well qualified policy makers, politicians, officials, bureaucrats. others.

So, putting the blame entirely on the Union Ministers & attributing their failure for India lagging behind, in social sectors, Education & Health care, is not right. All stakeholders have to do their bit.  This has not happened & time for introspection - to examine that aspect?.

It is too early to judge - let us wait for 6 months & take a call in November.  HRD ministry is pivotal for us & India & we need to keep a watch out, not lose out.

It is universally recognized that if all the citizens of an economy (best example is China) are well educated, well fed, healthy and live longer, they can contribute more to economic development, grain more from it and participate fully in the process of development. So education and health sectors are the most important social sectors for human development and their utilization. Formulation of effective policies for these sectors for the near, medium and long term requires many years of rich experiences and international best practices and vision, mission and strategic policies and priorities for future. We have got Dr. Harshvardhan as a very able Health Minister as judged by these criteia. Unfortunately, so such qualities are evidenced for the education sector by Smriti Irani who spent most of her past time as TV actress and a model. Can Professor V. Maruthi Rao provide an objective and more convincing reply devoid of emotions and personal sentiments?

I totally disagree with Dr.Tarun Das. If the HRD minister has studied up to 12 the standard only does not mean that education would not get due importance. Probably we may see a sea change in the policies towards the education sector. True we had some highly knowledgable and intellectually brilliant HR ministers but then the education sector barring some reforms has not seen any dynamic changes.

If it is true that Smriti Irani has education only up to the 12th Standard, the third largest economy like India in terms of PPP adjusted GDP deserves a better HRD Minister. This act shows the mindset and the  importance given to education by the Modi Government which probably wants to make India a country of lower class Babus.
