the reasons for poor performance are;-

no right methodology of recruitment and selection
service commission exams of both state and central are totally under corrupt practices
politicians' recommendations and it as an open secret that the job openings are on various price tags to purchase/pay
Confirmed Job security without  performance evaluation/appraisal
regular increments/hikes in pay structures
Favoritism by political governments
regular promotions
no maximum prescribed educational qualifications
superannuation /retirement  benefits such as pension etc.,
maximum leave/holiday benefits
FREE MONEY in the name of BRIBES ON THE DAY-TO-DAY Transactions

Further benefits may be in the pipeline, who knows all and everything.

Right from the top to bottom, all the personnel are in the similar category and quality, then,  who could assess and evaluate others performance. (Ah! Ah! Ah! Jolly! Jolly!)

That's why many MBA and B.Tech are very much fond of Government Jobs, now. Recently many such candidates of similar qualifications appeared for VAO Exams of AP Service Commission.
