There can be many reasons for low productivity:

1. Less Job Engagement

2. Problem in Appraisal System: No performance screening, depends on experience only, should be 360 degree.

3. Lack of good Leadership

4. High level of Job Security

5. Less Job responsibility

6. Performance based pay can make high productivity

It is true.  After getting the job they ignore their duties and there should be some yard stick to

measure this.  This should be made compulsory in the case of measuring the efficiency of IAS,

IPS, IFS,   personals also since there are a good number of inefficient, corrupt officials. By

merely passing an examination a person can not be dedicated to his profession. We are still

following the British style which should be replaced by a new system.
