What a wonderful topic! In another conversation (in an online HR group), I happened to exchange a couple of lines with Prof. Varun Arya of Aravali Institute of Management on "noise and clutter" and here we've touched upon "silence"!! So far as I'm concerned, it seems to be not a strange coincidence but as if Ordained!

Silence of the forest...
Silence of the sea...
Silence of the breeze...
...
Silence of the sleeping baby...
Silence of meditation...
Silence of the calm mind...
Silence...

What a strange power it has!  It can persuade, heal, inspire, thrill, command, console and win battles. The art of powerful silence can communicate ideas, desires, beauty, sympathy, or strength without  uttering a sound.
True silence is the rest of the mind, and is  to the spirit what sleep is to the body-nourishment
and refreshment.It is a great virtue.  It covers folly, keeps secrets, avoids disputes and prevents sin.

This stunning mail by Dr S Pratap Reddy sir states succintly that SILENCE is a complex subject in this knowledge based economy. 
SILENCE on part of anyone has to be interpreted in the right way - be it a colleague, boss, subordinate, spouse, 
friend, partner, child, family member, accomplice, banker, customer, vendor, etc.
Proper understanding of SILENCE is a prerequisite & quintessential for Management educators & practicioners to be effective,. 
It has a lot of hidden meaning -- much more than what is obvious.

Next
Silence can be used to achieve various objectives and hence needs to be used with utmost care as it is greatly open to misinterpretation. Moreover, since it can be used towards varied ends, it is important to observe the person's non-verbal cues or read between the lines, so as to arrive at the right meaning of the silence adopted by the communicator/listener.
Falling silent: One may either be too astounded by what one hears or may pause to reflect upon/gather one's thoughts on the topic under consideration. This is referred to as falling silent.
Silence as consent: Silence may be used to reflect agreement, especially if it follows rhetorical questions. For example, if after a long discussion if someone were to say, so I guess we should go ahead, and the other person keeps silent, it could be taken as consent
