Yes , Sri Joydip. You got it right. Tthree more aspects for the Education Minister. 

The expertise, domain knowledge, skillsets, experience, brilliance, exposure & right attitude of all the intellectuals in the country has to be dovetailed in the process of making the 5 Million unemployable youth - gainfully employed. Good no of Retired Defence officers, Armed forces personnel, Bankers, PSU managers, other Govt fficials are available - waiting to be utlized. Their time, age, knowledge, wisdom is rotting. Govt needs to involve & give them a rolw.

Two - 60% Indians still live in villages & are dependent on Agriculture - directly & indirectly. Dairy, Fisherie, Vetrinary, Fruits cultivation, drip irrigation, corporate farming, rain water harvesting, simple implements for farmer, -- must be part of every village infra. Make Agriculture productive & high yielding. Part of this 5 million youth can be part of this along with Agricultural scientists, technologists, experts, & the likes.

Three, Integrated means connecting with other critical sectors - Agriculture, Health care, Infrastructure like Roads, telecom, Railways, etc -- 
I can go on. But let them make a beginning somewhere???????????

2. There are 10,000 plus colleges and institution which are producing 5 million unemployed Certificate Holder . This is the pie which we need to concentrate , if we are really sincere and serious about India's development.

3. This 5 million unemployed certificate holder is also the root of all social evils - rape , violent agitation , religious animosity and creating problems in Country - Law and order.

4. If the centre [HRD] draws out an inclusive, integrated , multiprong  plan of action and focus there energy on improving the infrastructure of these 10,000 plus colleges and institution, and make them Industry grade, that these 5 million unemployed certificate holders get certain type of gainful engagement , then Centre is not only resolving the Certificate Holder Unemployment issue , but also improving productivity of industry and service sector , and also bringing law and order situation in control and saving unnecessary budgetary expenses on that sphere.  

If , I am correct on rephrasing Professor Ramesh , he has given a well thought "to do list" to the education minister , which will definitely make a very positive impact in "India's Economic Scenario and development" , that she doesn't has to chase short term, populist media strategies like safronising history books ,or diluting brands of  IIT and IIM's.

We have repeatedly discussed this aspect of IIT"s, IIM"s & premium institutions of India on this forum. Several mails have been exchanged by senior erudite members.

The new IIT"s will be taken care of by the old & established IIT"s. What"s the issue? So also the IIM"s - IIM,Calcutta mentors IIM, Ranchi - it is already happening ? Why do we need to deliberate these institutions which are centers of excellence? There are other forums, bosies, associations & depts involved & on the job. 1.The strength of a chain is its weakest link : Apart from the top 50 institutions - IIT"s, IIM"s, other noted institutes, there are 10000 Engineering & Management institutions in India They are offering BE/ B tech/ MBA/ PGDM courses & producing 2 to 3 million grads/ post grads every year. Only, 20% are getting immediate jobs. We do not have any more jobs. Even take another 20% who will slowly improve & scale up, that leaves still 10 million underemployed or unemployed youth. Last 5 years, we have successfully manufactured around 5 millions unemployed certificate holders. What are they doing ? Loitering on on Indian roads, streets, campuses, multiplexes, offices, parks, religious places, pubs, restaurants, street corners, factories, industrial areas, IT parks, gem parks, zones & the likes.

This 5 million must be the focus for the Govt - Centre & States.

How many State Govt"s have realized that this is a huge challenge & addressing it the right way ?

Is the Centre drawing up a well thought out, integrated, multi pronged, inclusive plan of action to resolve it - in collaboration with every State?

So, it is high time we need to shift our focus & concentration - from IIT/IIM/ premium Institutions to the 10000 plus colleges/ institutions?

Today, Unemployment is staring high & has become a societal issue. Indian youth without work are choking cities/ towns, paralyzing admin, becoming political stooges, staging violent agitations for non issues, raking up religious animosities, drinking in every nook & corner, committing rapes & heinous crimes ? Some political parties are exploiting these gullible & jobless youth for their ends. Villages have become a horrendous place to live today for any educated person.

Let us not lead the youth as the above statment indicates. We start discussing solutions for these dangerous issues & do something about them.

There are 16 IIT's existing still now. At 2009 , the Government have set up 8 more IIT's which do not have permanent campuses  . While the capacity of IIT's are 1000 students they have enrolled only 500 students. There are 6591 sanctioned post in IIT and only 4079 post are filled up which is 62% . 

The very important question is IIT is International Brand and which produces people who capacity to excel in both International and National market on the Technology intensive sector.

The the number of IIT's become 24 , with a lesser number of teacher and no permanent infrastructure  , even though we enrol lesser number of students , can we still produce the kind of quality students the Industry demands from IIT ?

Secondly , what is the logic behind bringing down the brand, which is performing in its best?

Thirdly, why should not we try to rather  pulling up a education brand , which is providing medium quality student, and giving it the thrust which it requires to reach the highest level of International standards ?
