Re: [MTC Global] Outsourcing in Higher Education

Prof. Arun's views are right. In fact, long ago big companies started the outsourcing many of their functions mainly manufacturing, giving rise to several ancillary units that are responsible to manage work force and its problems at their ends. Get the components, or sub-assemblies, and assemble them into the final product, put a brand name and load the product into the market. This philosophy pays a wonderful dividend to big houses releasing them from many day to day issues. In service sectors like banking, hospitals, railways some services like house-keeping, catering, etc., are outsourced.

Can we use the same strategies in education sector too? Certainly, yes, but with a caution. We have been outsourcing from the the last 4 years some services like house-keeping, attendants and security guards, total 84 personnel are provided us by three different contractors on the labor rates specified by the Labor Ministry. This workforce constitutes 12 % of total work force at the C2C 5%.

Just imagine what will happen if all functions and responsibilities are passed on to the outsourcing. I have got one ultra-modern office, a few officers are sitting therein, managing the entire show: they are responsible to register the students, then directing them to go to certain coaching classes, say, and they will appear for exam. through the main office. Simple! But this will lead to chaos because it turns to be a just a licensed institute!!

Institute has to cater to core functions namely regular teaching, assessment, practical, quality control, etc. And these cannot be outsourced. Otherwise institute will turn to be a licensed shop.

Technology is playing a very significant tole in education. This has to be explored fully by all involved  administrators, faculty, staff and students. Is it not right to anticipate that the cost of education by use of such a technology must reduce? If it is not, there is something wrong with our approach. Lean approach must be adopted to reduce waste.

Usually the corporations are advised sheldom to go for outsourcing as far as its core business activities are concerned. Likewise the activities such as quality check, assessment etc seems core functions in educational value chain which should not be outsourced rather the capability to perform them even better be developed.

Technology is a good fecilitator, however, at the same time it may go haywire if proper checks are not ensured.

If we look at the entire value chain of services within higher education , we can see there is huge opportunity to outsource many of the existing services for efficiency and effectiveness. It may counter to some extent growing cost of higher education and deflationary trend.

To some extent online enrolment, quality check , assessment etc may be outsourced from expertise service providers. Educational institutions need to find out innovative ways to remain competitive as IT is the major game changer.
