The scope for the term "non-institutional education providers" needs to be specified.
However, assuming that this term stands for regulatory bodies or otherwise for any non-institutional educational providers, it is but essential these bodies must be under the scrutiny of quality checks, rather with stricter checks as these are the standard-masters for any other calibration!
No stage right from human capital to all other resources is to be kept out of the ambit of quality checks. For shopfloor activities of these institutions tools like SQC, TQM, QC, PDCA, Lean, Six-Sigma, TQC, Kaizen, SQM, etc., can be suitably implemented.
One more thing, we normally do not use Taguchi Approach. It is off the shopfloor but in the field use method of quality check for products/services .
In short, no non-institutional education provider be accepted/approved/authorised to do her business without right quality checks, at right place, in right hands, at right time.
