a very realistic and practical one. but accept this with one addition. this applies to those who are paid by the mgt. the govt., aided and direct staff as well as those in the univ are heavily paid and grossly underworked or no work at all.  i was heading a dept with 24 staff members out of which 14 were aided and rest mgt staff. the senior aided staff on an average use to handle only fifty percent of the allotted work and the balance they will somehow manage. the principal will turn a nelson's eye. the union will give protection. the grossly underpaid mgt staff will also be handling the work allotted to the senior govt staff. very sad. but that is it.  DR T S VEMBU CHENNAI
