You have rightly pointed out the issue. The apparently non-polluting nature of electronics manufacturing industry is deceiving to some extent; the core manufacturing activity has involvement of toxic chemicals and gases (where little high temperature in involved in soldering), which even with extreme precautions cannot be eliminated completely. It has a noticeable hazardous effects on the health of the workers involved in that process, year after year, though the volume may be less. Their medical treatment/ compensation is covered by ESI Health Insurance provided by the employers; however it is only limited to regular appointees in the organized sector. The electronics industry in this sector also, largely employs through contractors/ outsourcing........I doubt their medical compensation or ESI enrolment. Many of the multinationals in Greater Noida, U.P have employees from this route. And about the unorganized sector, less the said the better it is. It is an important area for concern and policy implementation.I have worked in these areas for many years.

The West's rant for low cost/ high volume manufacturing in China ( and now gradually towards India as promoted by the present Govt) is not all that simple. Even with China's stricter policy than a democratic set up like India, why is West pursuing their manufacturing activities there? One, their labor laws are quite strict and harsh, and they can get the volume work done arduously by stretching working hours and dais, at the cost of the health of the workers......the poverty among the people and their yearning to earn, drive them to follow the authoritarian rules.

Second, the West saves on the health compensation cost.....and they are saving their own population from mass illnesses of carcinogenic nature that abound in these countries where people in poverty survive for barely two square meals a day. The cost of health maintenance as per their standards will be huge for the state or individual to bear. As a part of their silent policy, they are shifting out manufacturing out to the East....even if the labour cost rises, they would stick to the East, because they save tremendously on health cost and guard their population from illnesses. in China, the labour cost has gone up, therefore they are looking elsewhere.........like broken up east Europe, Africa, Latin America, Far east, and now India...where poverty has forced people to seek job first, to survive; seeking health is a secondary issue.

This short documentary, titled "Who Pays the Price? The Human Cost of Electronics," reveals the hazards of multiple industries in China, largely the electronics industry, profiling workers poisoned by chemicals (commonly benzene), and their struggle for compensation.
Most non-industrial applications have been highly limited by benzene's carcinogenicity. Despite the fact it was used as aftershave in the 1920s, now we warn of its carcinogenicity starting at a concentration of 0.1%. It's aromatic ring structure can cause genetic abnormalities (likely by binding between DNA bases), and is unsafe even at 1 part per million.
Many thousands of young people in China enter export factories to make the West's favorite electronic gadgets, working endlessly without breaks, only to find they have contracted occupational diseases or worse. Despite the Chinese air pollution being 1000% the WHO's safety limit, little is being done to correct the problem. The number, and levels, of dangerous chemicals being used in production continue to rise, and are very likely responsible for the rise in developmental problems.
These health and environmental issues seem to do little to slow the ever-growing Chinese economy, which may even be set to surpass the U.S economy within the next year, And as the environmental costs pile up worldwide, calls for actual responsibility for these industrial practices increase.
Not only does the manufacture of electronics affect the Chinese workers, but it also fuels an ongoing deadly conflict in Africa, resulting in millions of people being killed. The Fairphone is an attempt to change the way products are made.
