yes I do agree with your views. in the recent past we have seen many of the private organisations and also in some of the government institutions that they are preferring the fresh, untrained  and inexperienced teachers both at the schools and at the higher levels too. it is primarily because these untrained teachers are ready to work for less salary! this is affecting both the level of education as well as the values in the education institutions. its time for all the educationists to take right steps to see that the level and value of education doesnt suffer at the cost of salary to the teachers.

Mere qualification does not guarantee. The best education systems in the world train their teachers rigorously and effectively." Unless we ensure that all of our teachers have the knowledge and skills that good basic and ongoing training provides then it is likely that academies and free schools will be staffed in the future by people who can talk the talk but lack the deeper knowledge and professional resilience that is the hallmark and foundation of all respected professions.
