Hyderabad, India, 29 Dec 2014 : The International Crops Research Institute for the Semi-Arid Tropics (Icrisat) has announced the commercial launch of a customized low-cost combination phone and tablet computer called 'Green Phablet' for smallholder farmers.

The gadget, priced at $299, will help the small farmers purchase inputs at lower price, get better price for their produce and link them to markets.
The gadget, developed in collaboration with NUNC Systems using the Green SIM developed in collaboration with Airtel, helps farmers receive free messages pertaining to weather and pest problems, apart from competitive agricultural input and crop prices, said an Icrisat statement.
Green SIM is an initiative, launched during August2014, by Indian Farmers Fertilisers Cooperative Ltd (IFFCO), Bharati Airtel and International Crops Research Institute for the Semiarid Tropics (ICRISAT) to provide information on agriculture to farmers. The venture consists of low-cost mobile phones that are distributed through IFFCO centres bundled with Airtel SIM cards. These "Green SIM cards" entitle farmers to receive from IFFCO everyday on issues such as mandi prices, farming techniques, weather forecasts, diary farming, animal husbandry, rural health initiatives and fertiliser availability.

There is no particular time to experiment anything. If it can't work for India now, then when it is??? The idea is to bring foreign manufacturers/developers to India, encourage them to manufacture in their stuffs in India and then export to wherever they want. India may not need those items, but India is going to benefit by way of employment. If China and other Asian countries can do this and benefit, why can't India?

For all these we need to have a positive thinking.

[MTC Global] Calicut University to amend Act to save 25 overseas counseling centres

The Calicut University faced with the bleak prospect of having to shut down all its 25 overseas counseling centres following a high court order has proposed to amend the CU Act 1975 to extend its territorial jurisdiction for distance education programmes to all over India and abroad.
The university hopes this would enable the continued operations of its overseas centres in the Gulf.
The Kerala High Court on December 20 asked the varsity to close down all the overseas counseling centres located in the Gulf saying that functioning of the off-campus centres overseas was against the Act and statutes. The court had barred the functioning of the centres in the Gulf by upholding the contention by petitioners that the CU Act 1975 has set the territorial jurisdiction of the university as the regions under the revenue districts of Kozhikode, Malappuram, Palakkad, Thrissur and Wayanad.
The act also specifically states that no educational institution situated beyond the territorial limits of the university shall be affiliated to the university.
Meanwhile, the varsity has also proposed to conduct the entire academic activities of the students enrolled for the distance education programmes from abroad through online route to tide over the HC order.
The senate has approved a resolution that for distance education programmes the varsity would have territorial jurisdiction in India and abroad on the specific condition that the collection of fees, registration of students shall be conducted online. The varsity will also conduct the exams directly in its own centres or online. The senate has approved the proposal and the varsity would urge the government to table a bill in this regard in the assembly.
"With the amendment the students enrolled from abroad will be able to complete the course formalities online, which are in line with all the existing regulations," syndicate member Abid Hussain Thangal, who is also a member of the syndicate standing committee on distance education, said ToI.

[MTC Global] IIT Delhi faculty requests Director to withdraw resignation

The IIT Delhi faculty forum has requested Director R Shevgaonkar to withdraw his resignation over which a controversy had erupted, describing him as a man of "dignity and integrity".
The request came even as Chairman of the IIT-D's Board of Governors Vijay Bhatkar met HRD Minister, Smriti Irani.
"The faculty of IIT Delhi stands by the decisions that its administration has taken to uphold the autonomy of the Institute. We request the Director, IIT Delhi to withdraw his resignation," the faculty forum said in a statement. The resignation has not yet been accepted.
Shevgaonkar had forwarded his resignation to Bhatkar citing "personal reasons" even as a media report suggested that he was under pressure from the HRD Ministry. The Ministry has denied that any pressure was put on Shevgaonkar that may have made him quit.
Reportedly, the HRD Ministry indicated that faulting the Director on the issue of the setting up of an extension research campus in Mauritius would prove counter productive as it had approval of the Ministry itself and an MoU in this regard was signed in Mauritius last year in the presence of the then HRD Minister M M Pallam Raju.
An enquiry is already underway about the MoU which has been at the centre of the controversy ever since Shevgaonkar quit.
An IIT statement issued by the acting registrar yesterday had, however, said the campus in Mauritius is not an "extension campus of IIT-D" but an independent research academy named 'International Institute of Technology Research Academy' (IITRA). "IIT-D's role is only advisory in nature," it said, reported Economic Times.

Tight Blood Sugar Control Doesn't Prevent Strokes in Diabetics: Study

FRIDAY, Sept. 19, 2014 (HealthDay News) -- A six-year study of people with type 2 diabetes found that intensively lowering blood pressure had a long-lasting effect in preventing heart attacks, strokes and deaths. But intensive blood sugar control didn't produce those benefits, the researchers found.

For the study, investigators followed nearly 8,500 participants of a completed diabetes trial. Some participants had had their blood pressure and blood sugar levels strictly controlled, while others had received standard care. The researchers wanted to assess the long-term effects of the intensive control, which ended when the trial concluded.

"One of the points of doing this study was to see if lowering blood sugar for five years might, down the track, translate into protection against stroke and heart attack -- it didn't," said researcher Dr. Bruce Neal, a professor of medicine at the University of Sydney in Australia.

Diabetes is a risk factor for heart disease and stroke. And many diabetics have other risk factors for heart attack and stroke, such as high blood pressure, high cholesterol and excess weight, according to the U.S. National Institute of Diabetes and Digestive and Kidney Diseases.

The original study -- dubbed the ADVANCE study -- "showed clearly that you got these great benefits from blood pressure reduction and you also got some benefit from blood sugar lowering," Neal said.

The unanswered question, Neal said, was if intensive blood pressure and blood sugar control were stopped, would the benefits go away or last.

To find out, they stopped the intensive treatment, but continued to follow the trial participants for an additional 5.9 years.

Over that time, they did find a lasting benefit of intensively lowering blood sugar levels to 6.5 percent in preventing kidney disease, a common complication of uncontrolled diabetes, Neal said. "Probably the five years of treatment we gave them led to changes in the kidney that continued to protect people for many years after."

Among patients who had their blood pressure reduced in the original trial to 135/75 mm Hg -- considered intensive control -- the benefit in reducing the risk of dying from a heart attack or stroke remained, although to a lesser degree, as time went by, Neal said.

"The implication is to continue to take blood pressure drugs if you want to get maximum protection," he said.

The report was published in the Sept. 19 online edition of the New England Journal of Medicine to coincide with presentation of the findings at the annual meeting of the European Association for the Study of Diabetes in Vienna.

Dr. Simon Heller, a professor of clinical diabetes at the University of Sheffield in England, said it isn't surprising that the benefit of intensive blood pressure control lasts beyond the period of intense control, although it may wane as the years go by.

His take on the study? "The main way to reduce heart attacks and strokes in people with type 2 diabetes is to treat increased blood pressure and to reduce cholesterol," he said.

"Blood sugar lowering is not apparently very good at reducing heart attacks or strokes, although it is very effective in reducing the risk of nasty diabetic complications such as diabetic eye disease, nerve damage and most important of all, kidney damage," Heller added.

In the trial, Diamicron MR (gliclazide) -- an older medication -- was the drug used most often to reduce blood sugar. This is in a class of drugs called sulfonylureas.

It's possible, Neal said, that a newer diabetes drug might have a more beneficial effect in preventing heart attacks and strokes.

Dr. Joel Zonszein, director of the Clinical Diabetes Center at Montefiore Medical Center in New York City, agreed. "These newer drugs seem to be much more friendly in terms of heart attacks and strokes," said Zonszein, who was not involved with the study.

In Africa, the man is defined by his clan, tribe, ethnicity and the village of his ancestors.The African always refers to his ancestors. According to tradition, is considered a foreign person whose village of grandparents is located beyond national boundaries.Colonization, migration and political conflicts have increased population displacement and mixing. For economic and political needs, several people or tribes were forced to leave the land of their ancestors to live in other lands. The Santoméens and Cape Verdeans were deported to Angola. The same Portuguese sent as slaves to Sao Tome and Principe Angolans now called Angolares in this country. West Africans found themselves in Central Africa by the will of the Belgians and the French. A strong European community we notice in Southern Africa and Indian in East Africa and South Africa.Arrived in their adopted countries, these foreigners have melted into the local population and sometimes dominated. In many African countries, these intruders have been a source of social tension. In addition, their presence has changed the game with some changes the notion of such nationality as conceived in the black continent. At the time when the identity cards exist in the DRC, parents' names, province, district, territory, and the original village was mentioned therein, from the fact that it is the ethno-tribal reference that determines the nationality under customary law. It was then appears in the Ivory Coast a new concept focused primarily on national preference: Ivoirité. Confinement or phrase ultranationalist xenophobic overtones? The idea has come a long way since the issue is sensitive in Africa. Because we often see cheats maintain opacity around their origins. They falsify ancestry, family tree, relatives, place and date of birth to conceal their true identity. The lie kept as the apple of the eyes can not hide the truth that emerges about the mysterious lives of these bulky foreigners who sometimes do not carry even a single drop of blood of the country they claim citizenship. In Africa, it is a citizen of his country by genealogy. Nationality often imposes the condition of the origin of the parents or grandparents. Examples of heads of state with dubious origins. Their glazed falsehoods new course continues to fuel the controversy.
