Hyderabad, India, 29 Dec 2014 : The International Crops Research Institute for the Semi-Arid Tropics (Icrisat) has announced the commercial launch of a customized low-cost combination phone and tablet computer called 'Green Phablet' for smallholder farmers.
- The gadget, priced at $299, will help the small farmers purchase inputs at lower price, get better price for their produce and link them to markets.
- The gadget, developed in collaboration with NUNC Systems using the Green SIM developed in collaboration with Airtel, helps farmers receive free messages pertaining to weather and pest problems, apart from competitive agricultural input and crop prices, said an Icrisat statement.
- Green SIM is an initiative, launched during August2014, by Indian Farmers Fertilisers Cooperative Ltd (IFFCO), Bharati Airtel and International Crops Research Institute for the Semiarid Tropics (ICRISAT) to provide information on agriculture to farmers. The venture consists of low-cost mobile phones that are distributed through IFFCO centres bundled with Airtel SIM cards. These "Green SIM cards" entitle farmers to receive from IFFCO everyday on issues such as mandi prices, farming techniques, weather forecasts, diary farming, animal husbandry, rural health initiatives and fertiliser availability.

- The gadget, aimed at delivering personalised information to framers to saving crops and raising incomes, has features that include water resistant, dust and shatter proof and readable under bright sunlight and operates from -20 centigrade to 60 centigrade.
- Icrisat release said trail operations were conducted for six months with 40,000 rural subscribers in 171 villages spread across Telangana, Andhra Pradesh and Karnataka, helping farmers with better prices for agricultural crops and inputs and weather forecast voice messages.

[MTC Global] Calicut University to amend Act to save 25 overseas counseling centres
The Calicut University faced with the bleak prospect of having to shut down all its 25 overseas counseling centres following a high court order has proposed to amend the CU Act 1975 to extend its territorial jurisdiction for distance education programmes to all over India and abroad.
The university hopes this would enable the continued operations of its overseas centres in the Gulf.
The Kerala High Court on December 20 asked the varsity to close down all the overseas counseling centres located in the Gulf saying that functioning of the off-campus centres overseas was against the Act and statutes. The court had barred the functioning of the centres in the Gulf by upholding the contention by petitioners that the CU Act 1975 has set the territorial jurisdiction of the university as the regions under the revenue districts of Kozhikode, Malappuram, Palakkad, Thrissur and Wayanad.
The act also specifically states that no educational institution situated beyond the territorial limits of the university shall be affiliated to the university.
Meanwhile, the varsity has also proposed to conduct the entire academic activities of the students enrolled for the distance education programmes from abroad through online route to tide over the HC order.
The senate has approved a resolution that for distance education programmes the varsity would have territorial jurisdiction in India and abroad on the specific condition that the collection of fees, registration of students shall be conducted online. The varsity will also conduct the exams directly in its own centres or online. The senate has approved the proposal and the varsity would urge the government to table a bill in this regard in the assembly.
"With the amendment the students enrolled from abroad will be able to complete the course formalities online, which are in line with all the existing regulations," syndicate member Abid Hussain Thangal, who is also a member of the syndicate standing committee on distance education, said ToI.

[MTC Global] IIT Delhi faculty requests Director to withdraw resignation
The IIT Delhi faculty forum has requested Director R Shevgaonkar to withdraw his resignation over which a controversy had erupted, describing him as a man of "dignity and integrity".
The request came even as Chairman of the IIT-D's Board of Governors Vijay Bhatkar met HRD Minister, Smriti Irani.
"The faculty of IIT Delhi stands by the decisions that its administration has taken to uphold the autonomy of the Institute. We request the Director, IIT Delhi to withdraw his resignation," the faculty forum said in a statement. The resignation has not yet been accepted.
Shevgaonkar had forwarded his resignation to Bhatkar citing "personal reasons" even as a media report suggested that he was under pressure from the HRD Ministry. The Ministry has denied that any pressure was put on Shevgaonkar that may have made him quit.
Reportedly, the HRD Ministry indicated that faulting the Director on the issue of the setting up of an extension research campus in Mauritius would prove counter productive as it had approval of the Ministry itself and an MoU in this regard was signed in Mauritius last year in the presence of the then HRD Minister M M Pallam Raju.
An enquiry is already underway about the MoU which has been at the centre of the controversy ever since Shevgaonkar quit.
An IIT statement issued by the acting registrar yesterday had, however, said the campus in Mauritius is not an "extension campus of IIT-D" but an independent research academy named 'International Institute of Technology Research Academy' (IITRA). "IIT-D's role is only advisory in nature," it said, reported Economic Times.
