[MTC Global] Telangana govt looking to clip Governors wing in VC’s appointment

The Telangana government is mulling at amending the AP Universities Act, 1991 to clip the powers of the Governor with regard to the appointment of Vice Chancellors of the state universities.

Until 2011, the state government had the power to pick one of the three names, recommended by the search committee, to be appointed as a university VC.

But, the then state government amended the Act and restricted the government's role to just forwarding the three names to the governor, who would then pick one name. The governor is the chancellor of all state universities.

"The Act was amended in 2011 during the Telangana movement and a power struggle between the then chief minister and the higher education minister," sources in the state government said. The ruling TRS government has now decided to revert to the old system to gain control over the appointments.

The absence of maneuverability in appointing VCs is said to be the reason why the government has been reluctant to appoint heads of as many as seven state varsities for the past year. Except Satavahana University in Karimnagar, all other universities in the state have been headless for the past 10 months. These are Osmania University in Hyderabad, Kakatiya University in Warangal, Telangana University in Nizamabad, Mahatma Gandhi University in Nalgonda, Palamuru University in Mahbubnagar, BR Ambedkar Open University and JNTU in Hyderabad.

Incidentally, the Satavahana University vice-chancellor's post will fall vacant this April, which will make Telangana possibly the only state where all universities are headless. Though the government posted officials as in-charges of the seven universities, they have not been able to give their full attention to the administration.

More amendments to the Act are being proposed, Kadiam Srihari, deputy chief minister who holds the education portfolio.

"The government would bring in a uniform Universities Act in place of different Acts for different universities. Some university VCs have more power and in some, the executive council is more powerful. When it comes to examination patterns, some universities have a detention system. All these issues would be addressed in the amendments," he said, reported ToI.
