More than 800 people (mostly Africans) just perished off the coast of Libya fleeing their various mismanaged countries en route to Europe and elsewhere worldwide. According to a recent report in The Nigeria Guardian newspaper, African leaders at the African Union (AU) decided to immediately establish a military rapid reaction force to deal with regional security and other emergencies.
The initiative is being called the African Capacity for Immediate Response to Crises (ACIRC), and it would be a transitional stop-gap measure pending the full formation of the planned Standby Force.
The goal is to reduce the continent's dependence on outside forces, including the United Nations, and outside Funds for its Security needs.
The decision on the emergency military force followed calls from several leaders to create an African defence capacity right away, given the number of conflicts, rebellions and tragedies on the continent.
The initative would be a "flexible and robust force ... to be deployed very rapidly to effectively respond to emergency situations, within the framework of the African Peace and Security Architecture".
The decision was "aimed at helping in bringing about African solutions to Africa's problems", the text said.
