These are the misleading news. Fact is that none of the NGO or for that matter institution / university / hospital /school has been blacklisted by Government. It is a routine process of checking by Ministry of Home Affairs to see that recipient agencies of foreign grants are fulfilling compliance and accounting documents. In case they are not fulfilling, notice is sent to them to complete the same. Even after receiving notice they are not completing the documents, their FCRA registration is cancelled and not the black listing. If agencies wish to continue with FCRA, they can apply afresh. This cancellation process was also done in the time if UPA Government twice.

Secondly, foreign funds / grants received for implementing a project in real situation in home country are covered under FCRA. Conducting training programmes in India or aboard, receiving grants for participation in seminars / conferences in India or aboard or fellowships for academic programmes in India or aboard do not come in the purview of FCRA and do not require FCRA.
Thirdly, Before 2010 almost 40000 entities had FCRA registration. Interestingly very few of them were getting foreign funds / grants and in large amount. Misuse of foreign funds / grants by these agencies has been another serious issues. After repeating checking process these remain about 20,000.

In the media, the debate on cancellation of licences to NGOs has been continuously one sided. If the foreign funding is only for humanitarian purpose, the government action of repressing NGOs may be incorrect. There is is a feeling that in the guise of humanitarian gestures, there are certain concern like making use of the funds for religious conversions and using the funds for scholastic projects which pervert Indian History. The famous Romilla Thaper of 'Aryan Invasion theory' is also from JNU. There should be a debate as to how these funds have been used for the past few decades and what is the motive of the givers.
