Re: [MTC Global] Crackdown on foreign-funded groups hits universities

There are a few issues:

  1. Whether all those receiving foreign funding are registered?
  2. What is wrong, in  cancelling license, court trial, etc., if something is done against the law of land ?
  3. Good or evil are the outcomes of human-mind play of the personnel involved in the process like govt., NGO and public.  To book the errand is the job of Govt. mainly, the regulatory body.
  4. Public mind set plays equally important role, i.e., who support or oppose  NGOs's  ill-activities.

In the media, the debate on cancellation of licences to NGOs has been continuously one sided. If the foreign funding is only for humanitarian purpose, the government action of repressing NGOs may be incorrect. There is is a feeling that in the guise of humanitarian gestures, there are certain concern like making use of the funds for religious conversions and using the funds for scholastic projects which pervert Indian History. The famous Romilla Thaper of 'Aryan Invasion theory'  is also from JNU. There should be a debate as to how these funds have been used for the past few decades and what is the motive of the givers.

Some of India's premier educational institutions and universities find themselves on a government blacklist for non-compliance with regard to funds received by them under the Foreign Contribution Regulation Act, or FCRA.

In a continuing crackdown on the apparent misuse of foreign funds, the Ministry of Home Affairs, or MHA, while cancelling the licences of over 9,000 non-governmental organisations or NGOs, has also cancelled the FCRA registration of universities like the University of Delhi, Jawaharlal Nehru University or JNU, Panjab University and some branches of the Indian institutes of technology, among others.

Effect on universities

The FCRA cancellation at the universities and colleges is likely to affect fellowships that are offered for international seminars and programmes to students, as well as the memoranda of understanding, or MoUs, that each has signed with foreign universities or institutions. For example the University of Delhi has as many as 50 MoUs with various universities and these programmes may be affected.
