RE: [MTC Global] Distance degrees valid for central govt jobs: MHRD

There are two other categories of people who go for distance learning programs:

1.       Defense personnel who retire in middle age and have decades with them to lead active life. A large number of them are going for distance education specially in management and later on look for employment in business as well as academics.

2.       Highly successful professionals who wish to add to their knowledge in the field other than in which they are experts. My Brother-in-law an accomplished Medical Doctor joined a distance management program despite the fact that he had a 12 hours' day. On my asking him the reason of such a step, he said first I wish to ensure proper investment of my earnings and savings, second I would like to keep my boots on even after I retire from this profession.

Many  Engineering graduates get employed after BE and join distance MBA program because now a days they call MBA with engineering as a winning combination for high level jobs.

Dear Madam,

There are three kind of students who join distance education:

1) Young men/ women who had to go for a job after higher secondary or graduation due to certain compulsion or uninterested in higher education; later they realize that for promotional avenues, they require a further degree for career enhancement and self esteem in the organization. These could also include people from public sectors looking towards degree for promotions; they do not like lively discussions; they look to cover the syllabus and appear in exams to pass! Though, exceptions are always there, who is interested in case situations; but they are very few. Most of them come as tired people after office hours or in weekends , sitting in class to complete attendance formalities and a bit studious ones for taking some  notes.

2) A bit more matured men/ women professionals who realize the value of PG education to add value to their learning and managerial skills. and consequentially come out as more effective managers, administrators and trainers/ mentors in their organizations. Organizations allow them some opportunity to pursue these courses as a kind of investment, and also as a incentive support. The class discussions and teaching often involve their real life situations in work, and how to solve them, and how they are in sync with theory or if there are deviations, how do we explain that? Many of them come out with flying colors, and later, they also find time to share their knowledge blended with experience as part time faculties in some B- schools!

3) Some of the above , who later on become more passionate about teaching and capable enough, gradually devote more time for such teaching activities and take intense interest. The students also welcome such participating faculties, who can explain their queries more effectively with examples from industry. In fact, quite a few of them are research oriented and enroll for doctoral study, who have plans to come for full time teaching.

4) I have my own student, who undertook BBA through distance education and after obtaining admission in regular MBA course came out with flying colors in regular MBA exams in our university; one of them was even a MBA gold medalist. It depends upon individual interest and effort!

5) I suppose the recruitment for faculty is conducted by a selection committee, and I am sure they would be competent enough to select the worthy ones , irrespective of their degree background affiliations as long as they are recognized! All the candidates have to pass through the same process, and unless one is biased against those from distance education, irrespective of the person's capabilities and experience, they should not be discriminated! infact, in policy terms the MHRD Ministry, and UGC/ bureaucrats/ administrators,  all talk about facilitating people from the industry to academics, but sadly, the tide is always reverse  in reality when it comes to actual implementation.

6) i have gone through a similar process to come to academics nearly 9 years ago, struggling to get a foothold in the academic world after 19 years in the industry! I started teaching initially to the students of distance education in the part time mode.

kind regards,

Dr.P.S.Raychaudhuri

If these are the reasons for promoting...distance education...
And if the distance education...is going to make women safer...one is most welcomed to pursue it..
Women have to get out some or the other time out of house....won't they goto job...or are they planning to that from home too...
Perhaps that is what they are planning....
Its ok to toy with the idea of using internet..to teach...and think women are becoming independent...
But for work they have to step out of the house...
unless offcourse..we are needlessly arguing and we are taking about courses that help them learn to become independent with in the four walls of their house..and then the courses of engineering, management, medicine, have no meaning for them.
And the argument is useless because this is a management forum....
But I find the reason..of women safety a very lame excuse.....
But distance education is taken up because of...
1) low cost
2) to escape the trouble of attendance
3)to keep working and gather some degree or the other.
The 2nd and 3rd reason are more prominent....especially in management education..and that is why I do not find this as a good idea of having...distance education candidates being allowed to enter teaching profession.
Someone studies because of low cost It is understandable...but distance education imn ?management is not that cheap....in some cases...
But if a candidate has taken education through distance education...to escape attendance...and to be able to work simultaneously.....such a person is not fit for teaching....
The regular student may not be brilliant...but has to be more regular to studies.
They may also have to compete for the seat.
Another lame excuse it reservation...
I have to remind...in case one has forgotten....There are seats lying vacant both in reserved and general category....in regular MBA programs across the country...
Distance education doesn't require any competition for entrance. The study centres are unable to maintain quality. The only aim seems to pass all the students in distance education.
I could go on and on....
But this is enough....to explain...

In a country like India this is the right move. One is the sheer numbers that we churn out. Second is, what with all the reservations only a few from particular communities can enter college.Third, considering the distances people have to commute, especially the girl child and the kind of dastardly acts against the girls in the towns and villages, distance education is the only way out for these girls.Fourth,it isnt easy working and studying. It requires enormous jugglery of time and resources and humongous motivation. And well what is special about the regular student? better intelligence ? what.....?and lastly the exorbitant fees is the biggest deterrent tor many to attend college.I could go on....

I don't understand how can distance education claim same ground as regular.
Regular cndidates give years of their.life to a degree.
Where as distance education students persue degrees while working.
How can they claim benefit of both work and study...
It means those who are distance education cndidates they where right..to not take up regular education...and regular candidates where bunch of idiots..to lay waste their time.
Distance education.. should only be limited to industry and not education.
Otherwise those who pursued phd with job..they should be given benefit of both..and not have phd pursuing time deducted from their total experience.
I have serious objections to having distance mode candidates competing with regular candidates in teaching profession.

Dear members,

A pertinent discussion. However, even now some institutions mention that candidates with (so called) regular mode of educational degrees are preferred for the posts. Is it legitimate? Can anyone kindly clarify?

All distance education degrees, diplomas and certificates including technical education degrees and diplomas awarded through distance education mode by the universities with the approval of University Grants Commission (UGC) would be valid for central government jobs.

The Ministry of Human Resources and Development (MHRD) has notified the rule in the gazette recently. The notification was necessitated due to several changes in the distance education sector. Earlier, the approval of all distance courses needed approval of the Distance Education Council.

The Distance Education Council which worked under the Indira Gandhi National Open University and worked as the distance education regulator was scrapped two years back and the whole gamut of distance education was shifted to UGC, the apex body of higher education.

"The central government hereby notifies that all the degrees/diplomas/certificates including technical education degrees and diplomas awarded through open and distance learning mode of education by the universities established by an Act of Parliament or state legislature, institutions deemed to be universities under section 3 of the UGC Act 1956 and Institution of National Importance declared under an Act of Parliament stand automatically recognised for the purpose of employment to posts and services under the central government provided they have been approved by the UGC," reads the gazette, dated 10 June 2015, reported DNA.
