BACKGROUND:

The Wallace Center at Winrock International is a national leader in sustainable and equitable food systems development. Our work supports entrepreneurs and communities as they build a new, 21st century food system that is healthier for people, the environment, and the economy. The Center both builds and strengthens the links in the emerging chain of business and civic efforts focused on making good food—that is, healthy, green, fair, and affordable food—an everyday reality in every community.  The Wallace Center is a unit within the Agriculture and Enterprise Group of Winrock International. The Wallace Center works primarily in the United States and works nationally and regionally, often times in partnership with local organizations.  The Program Officer will provide leadership for Wallace's work on expanding regional food economies and link this work to Wallace's work on food hubs, its National Good Food Network and other opportunities as they arise.  

The Wallace Center and other organizations have worked to expand local and regional food supply and distribution and, as a result, there have been tremendous gains. USDA ERS research shows an almost 30% increase in the value of the market for local and regional food between 2008-2012, and a recent national consumer survey estimated the total market value in excess of $11B.  Intermediated markets account for most of this growth, building on the success demonstrated through direct markets.  To continue this growth, and to expand support and investment in regional food systems, it is time to build and communicate a stronger case for local and regional food as an economic development strategy. 

POSITION SUMMARY:

The Program Officer will be an integral part of the Wallace Center team and its work to implement market-driven strategies for sustainable and equitable food systems development.  S/he will provide leadership for Wallace's work on expanding regional food economies, developing and implementing several interlocking strategies:

  • Take a leading role among food system stakeholders to strengthen the case for regional food economies and help us all work in a more coordinated manner.  Better data communicating how regional food systems result in economic and social impact is critical.  Wallace will form a Regional Food Economies Working Group, host a national gathering in 2016 bringing together those actively involved in building the case to set a common agenda, and network and coordinate activities and discussion to follow up on the results of the gathering. 
  • Design and implement a Regional Food Economy Fellows program focusing on building and communicating the economic and social case for continued and expanded investment in regional food economies.  Fellows will work closely with the Regional Food Economies Working Group and contribute to a successful national gathering and follow up activities.
  • Expand the dialogue at the national and regional levels for regional food economies.  The Good Food Business Narrative program will promote understanding of regional food value chains, with a focus on  those with resources and local decision making roles, as sustainable economic development engines. Building the business narrative will shift the dialogue from a consumer focus to a social enterprise and economic development focus, one that is designed to facilitate new on-the-ground alliances and investment.  

The Program Officer has the primary responsibility for leading program design, strategy and day to day implementation, evaluation and reporting, as well as building continuity across the various strategies and stakeholders.  S/he will have a significant role in securing additional and ongoing funding for this work and other strategies as part of the Wallace team.

MAJOR RESPONSIBILITIES:                                          

Specifically Program Officer will:

  • Lead design, implementation and evaluation of regional food economies strategies
  • Develop strong working relationships with current and potential program partners
  • Facilitate and continue mid to high level collaboration among funders and government
  • Develop targeted communications and presentations for various stakeholders & forums
  • Lead, with project partners, the development of plans for continuing and expanding the regional food economies initiative
  • Manage program budgets with support from Wallace Center Director
  • Lead the completion of reporting requirements
  • Assume a key role in developing new partnerships, collaborations and identifying and seeking new funding for the Center's programs
  • Provide short-term support to other Wallace projects and programs as appropriate
  • Represent Wallace Center at Winrock at conferences, seminars, regionally and nationally
  • Coordinate activities of internal staff and manage external contractors and consultants.
  • Perform other duties as necessary and (or) assigned
  • May require local and out-of-state (US domestic) travel

 

QUALIFICATIONS AND BACKGROUND:

The Program Officer 1 will be a highly motivated individual who is exceptionally talented at multi-tasking programmatic tasks, and has the focus to handle complex and challenging responsibilities, including the ability to engage with academics and practitioners in the fields of economics, economic development, sustainable food systems, philanthropy, government, investment, business, and communications. Strong interpersonal skills are needed for this position, as well as the ability to learn quickly, self-start and work independently as well as working well in teams.

Education:         

  • Minimum MS/MBA/MA in economic development, agricultural economics, rural development, business, or related fields.

Experience:       

  • At least five years of related experience. Desirable experience includes:
    • Work in the economic development sector
    • Operating a business and/or supporting business development
    • Facilitating food supply chains and value chains
    • Managing and creating relationships with individuals, organizations, and institutions
    • Implementation of strategic communications  
    • Engaging with state or federal government agencies and entities
    • Understanding of issues in food systems and sustainable agriculture
    • Budget development and management
    • Developing and writing funding requests
    • Working in teams to foster social, environmental or economic outcomes

Knowledge/Skills:                          

  • Strategic thinking & creative problem solving qualities
  • Strong written and verbal communication skills
  • Excellent research and assessment abilities
  • Developed and practiced interpersonal skills, working with internal and external partners and a wide range of stakeholders and demographics
  • Exceptional organizational and information management, with an attention to detail and accuracy
  • Self-starter and self-directed as well as the ability to work effectively in a team
  • Grant writing and proposal team coordination abilities
  • Ability to meet deadlines and manage multiple concurrent tasks
  • Knowledge of and comfort with Microsoft Office Suite and economic modeling software
  • Must not require sponsorship to work in the U.S.
