Re: [MTC Global] A major Indian city has been underwater for almost a month now

The Municipal Corporations need to have a migrants care dept. Areas in an around the city
need to be earmarked for migrant shelters for those people coming to the city without a
roof over their heads. After a stay of a month or more the migrants need to be located at
some other area in designated lands for migrant housing. These areas can be pre planned
with water lines, sewer lines and garbage collection services which the migrants
themselves can organize. Having done this, the Corporation can earmark open plots for
hawking plazas where. We need to have plenty of them since a major part of the urban self
employed workforce is hawking various goods. Then comes the parking lots, the bus
terminals, the truck terminals. Once this infrastructure is in place, the roads and
alleyways must be cleared of all encroachment. Encroachers must be fined or put in lock
ups for at least 24 hours. Street side food and snack outlets create a lot of garbage.
This must be removed also.Every street corner can be provided with closed door space for
ready to eat kiosks. It is also important to develop urban clusters for the people to
live not far from their workplace.
We can borrow from the Singapore experience on managing the urban areas. Such enforcement
must resist political pressures to avoid the law. Incentivize the Police and the Wardens
from the fines collected and we will see improvement in civic discipline.

You have rightly pointed out in your previous post that cities need better drainage/
sewerage systems in the present day urban areas and other cities, towns and even rural
areas. It is the foremost priority area that have been neglected by city planners,
municipal authorities and politicians and law makers. As we say, that building roads are
fundamental to development and growth of the country, better and adequate drainage
systems/ sewer system and canals for absolutely essential for survival and healthy growth
of human community.



We can have substitute for electricity supply to our homes temporarily......we can have
substitute for drinking water from taps in our homes for sometime....................but
we do not have substitute for blocked drainage/ sewer systems that would choke
our washrooms, nor can we live without that for a day!



The multi-storey buildings as allowed by law makers to accommodate population in cities
are adding more woes to this angle. The capacity expansion for electricity and drinking
water are planned accordingly, but the sewer planning is neglected! Even enhancing
that in a an existing populated area is a tedious work and often ignored. The urban
slums are a creation of this negligence.

I also lived in Chennai for over 12 years (in Seventies, mid Eighties and late Nineties)
and noticed that situation went from bad to worse over the years.
Even moderate rain inundates most of the localities ,including prime locations like T
Nagar .

First and foremost, Chennai is a city close to my heart because I had spent almost 5
years there. Watching flooded Greams Road in Youtube, (my apartment was close to that
place), I felt very distressed. I only pray to god for the safety and
well being our fellow citizen in Chennai.

Almost a decade ago Chennai had a grueling experience of Tsunami. With such warning, the
city administration is expected to be geared up with disaster management initiatives. In
a natural calamity, it may not be possible to protect properties, but loss
of 300+ lives (being the official estimate till date) is painful and pathetic.


History does not repeat if we learn the lessons from it and act accordingly.

While the disaster in Chennai could be ascribed due to unprecedented rains, lessons out
of it could be :

1. Better Urban planning ,particularly drainage/sewerage systems ,which are archaic and
did not keep pace with the raising population.

While huge investments are planned to make the cities smarter , cities /towns should be
made more more livable too.
2. Need for more effective disaster management : Considering that rains (unlike
earthquake) are more predictable , impending disasters

should be better managed ,particularly to avoid loss of human lives.

Though the lessons are the same from every disaster, there seems to be lack of action ,
so as to prepare us for next disaster , wherever / whenever it hits us next !

True "Only God can save this country. Truly, God runs this country. We can only pray for
Chennai".



Why are we so helpless after 67 years of independence? Do we realize that something we
have been doing is wrong?

Who are doing wrong: public or stalwarts?



What I sincerely think is that we are lacking social ethics, Agarkar, the great thinker
and social reformer, advocated by the fag end of the 18th century that social reformation
is a pre-requisite for freedom. We had freedom but our stalwarts failed to educate
the masses through their behavior. Certainly they were role models to all that taught
others some other things that made them totally self-centred, no social responsibility,
no time to think but spend all time for one meal, Govt. is the only savior, Govt.
is God,etc.



We need to start from oneself first.

Dear Sir, First It was Mumbai- 26-7-2005, now it is Chennai. We Indians have come to


realize and entrust our life to the Govt. thinking that the Govt will clear our mess. Our


politics is also far removed from reality. The various laws are only on paper and people


encroach upon every available public place. We as a society are blind to disasters of


every kind.We as a people are unable to work as one.

Realize the daily disasters:

1. Reckless driving on our highways and roads kill the largest number of people on the


road.

2. Railway disasters due to worn out tracks, faulty repair work, overcrowding in trains,


decrepit bridges and other failings. These happen with regular frequency

3. Droughts and floods happening simultaneously. Marathwada has droughts regularly, Assam


, Orissa, West Bengal have floods regularly.

4. Earthquakes take place also creating huge loss of life and property.

5. Diseases that can be prevented such as Leptospirosis, Dengue, Avian flu and TB are


massive killers. Now and then we also have Bubonic Plague in our filthy cities.

6. House collapses happen with regularity, to say nothing of fires and riots.



People expect the elected politicians will do something, the Politicians pass it on to


the Bureaucracy to do something, the Bureaucrats hire the contractors and the NGOs to do


something and they all expect something for nothing. So in the end nothing happens and


life goes on as if nothing happened.

As one member opined: Only God can save this country. Truly, God runs this country.

We can only pray for Chennai.
