Planning is the primary, the very first element of management. Planning  does include forecasting. Forecasting obviously takes care of  preventive measure.in several areas as TPM, signature, conditioning, etc.

The science of preventive measure has been fully evolved.
The  heart of this can be certainly used for preventive measures in Disaster Management. Preventive Disaster management is, therefore, the essential building block of Disaster Management.

Disaster management also requires one to think ahead and engage in a lot of scenario planning .

Unfortunately there seems to be focus only on how to respond to disasters , very  little on disaster preparedness and none at all on practical 'star gazing' .

One cannot prevent natural disaster. We lack disaster management initiative. Managing disaster is a  measure for checking loss of life, sufferings of people, loss of wealth. Instead of disaster management we adopt 3Rs crisis management - rescue relief and rehabilitate.

We all are worried about well being of our countrymen in Chennai and adjoining areas.  In today's scenario, if a town planner thinks or plans for such abnormalities, system will not appreciate him.  Moreso, who will justify his plans, allocation of funds for such infrastructure to minimize/avoid such  tragedies.

We Indian are known for not learning any lesson- we dig the well when there is fire and dig another well when there is another fire.

All the tanks were closed and converted into plots!
The Strom water drains can not replace various drainage channels.
Urban hydrology in not studied by the town planners.
Climate change is not considered at all.
What is the result?

I  think  we  as  a  citizen  and  our  local  administration  is   also  responsible  for  this  problem  because  we  never  think  and  workout  for  these  natural  calamities.
