There is a difference between illegal activities and unethical activities. All illegal activities are unethical. But all unethical activities are not illegal. Ethical behavior is nothing but practicing good values.
Again,  ethical behaviour is relative, not absolute. It is contextual. We need to interpret all ethical behaviour with its context and background. If your unethical behaviour is helping some body's immediate life, it is O.K. to be unethical?
Kindly read the following story from Ancient Indian scriptures including Mahabharatha:
There was a sage, who was committed to tell the truth and be honest. he was honest in his words regardless of the situations. One day, he was sitting near his hermitage. A young lady looking distressed came to him and begged him to help her to hide somewhere as some thieves are following her. The sage thought that he has to help her. He told her to hide inside his hermitage. A few minutes later the thieves came and asked him whether he had seen a lady passing in that place. The sage wanted to be honest and truthful. He told the truth. The thieves dragged her and raped and killed her.
Being ethical and value oriented did not save the person.
Be ethical, but if your ethics are going to harm somebody, throw your ethics.
Nonviolence is a good practice for nations. It has bees followed by Budda, Ashoka and recently Mahatma Gandhi. But can the nation follows this principle with terrorists like ISIS?
