It is the chicken and egg story! A number of private universities are churning out PhDs -- three fourth of these candidates being half baked with no communication skills and no clarity on basic fundas, cannot be considered. Results have been disastrous. To top it is UGC's insistence on a Doctorate for filling up large number of vacancies. Consequently a large number of genuine candidates either do not qualify, or are not being picked up for lack of doctorate degree. The situation cannot change till this racket of running M.Phil and PhD shops are firmly asked to put down their shutters.
At the same time how difficult it to enroll for PhD in the public universities, is to be experienced to believe. A recent random survey has concluded that a whopping 43 per cent PhDs would not clear the plagiarism test for most of these works are cut and paste. The standards of doctorate degrees rolled out by Government universities are mediocre by any yardstick with HODs not taking much of interests and genuine research scholars not being allowed to pick up unorthodox topics.
PhDs degrees have been reduced to a formality that could either be bought, grabbed through fast track programs of a large number of universities - mostly self-finanaced - or completed through whims and fancies of the HODs Government universities, where touching upon hither to untouched topics is a taboo. And the vicious circle goes on.

Recently Rajasthan Public Service Commission has removed Interview and on basis of Test vacancies will be filled in for Lecturers.Is it not possible that UGC recruits on that basis so that Faculty is available for engaging classes and perform other academic tasks.
