It appears to be end of road for the Karnataka State Open University (KSOU) in Mysuru as the University Grants Commission (UGC) has turned down its request for re-establishing its recognition.
The future of thousands of students, who were hoping to see light at the end of tunnel, continues to remain in jeopardy.
Based on a report from an expert committee set up by the UGC, which inspected the university a few months ago, the UGC, in its recent letter to KSOU, declined to consider its request for recognition and take up admissions for 2015-16 citing that the university had not fulfilled its "conditions". With this, the university's hopes of resuming admissions for 2015-16 have been dashed.
Acting Vice-Chancellor P.S. Naik confirmed to The Hindu about the UGC's letter and said the varsity's request had been turned down. "The reasons the UGC cited for declining recognition is territorial jurisdiction, opening of study centres outside the State, MoU with private institutions for conducting programmes and technical courses," he said.
Prof. Naik, however, said the university had terminated its technical programmes, stopped programmes outside the State and also closed down its study centres. "The UGC wants us to terminate our agreements with the collaborators. When we have snapped our ties with the collaborators by issuing a general notification, it should be deemed as withdrawal of collaborations. But the UGC wants evidence of termination of MoU with every institute," Prof. Naik said.
On the next plan of action, he said: "Any decision on the UGC's move has to be taken only after the appointment of the Vice-Chancellor. The matter will be placed before the Board of Management."
"At the maximum, we will make a fresh appeal to the UGC to review its decision and consider granting recognition from 2013 onwards so that the future of students was not impeded," he said.
Taking approval from the Department of Higher Education, Government of Karnataka, the KSOU went ahead to take admission of existing students (those in second and third year). "How can we leave the current students in lurch? We have to facilitate them to complete their courses. That's why we are requesting the UGC to consider recognition from 2013 onwards."
