We need to revisit the societal system in the medieval ages. There were 12 Balutedars (Craftsman)system (Carpenter, blacksmith, goldsmith, tinsmith, weavers, potter, Barber, Musicians,sculpture, Dhor, etc). Macaulay has put it on record in early 18th century that the Indian education and village system is so densely interwoven that the villages are economically independent, self-managed and needs to be destroyed if Britain wants to rule India.. The then (medieval ages) skill development was not in school but from family tradition. Macaulay's model and the factory system destroyed this social fabric (that led to undesirable castes system, and today as a vote bank!).
After independence we blindly followed Macaulay's model creating a divide in society. As a matter fact SC/ST/Tribal etc., who were good fighters were denounced by British.
Meanwhile, world got much ahead in skill development as per market need and we ended with technical high-schools, multipurpose schools and ITIs with traditional courses.
There has been utter failure at national and State level for quality education and skill development. It is true that environment is necessary. But who is responsible to create it? A helpless common man? The common man in India cannot go for like French Revolution as he is very tolerant by nature, revolt is not in his blood.
I came from a rural background, having no the so called environment envelope but did my best. On 28th Feb 2016, I had been to a small village, 250 km away from Aurangabad at the foot hills of Satpuda ranges in Maharashtra. I met a girl studying in 11th std having scored 87.22 % marks in SSC March 2015 exam, had no coaching facilities, no so called environment. This shows a sizeable number of students and teachers are exerting to do their best following the traditional educational approaches.
Skill development is a very delicate issue in India and the Govt., industry and institutes are required to pour their soul in the development prgs. This is a Herculean task in the country like India where we have forgotten Swami Vivekananda who proclaimed "Stand up, be upright and do not stop till you achieve the goal!" It is a national movement to be dealt with seriously.
We must rethink:
- Why did India fail to uplift SC/ST/OBC and Tribal in-spite of 67 years of efforts?
- Is it not the reservation issue spiralling in India day in and day out like a wild fire? Is reservation the only panacea for prosperity or vote bank?
- Why quality of education deteriorating day by day in-spite of lot of financial and other infrastructural provisions?
- We followed the skeleton of foreign education models like OBE, Choice Based Credit System, etc., but without soul. Is it not true?

Skill development is a very vital area for excellent performance on a task.
Performance is function of (Skill, Motivation), absence of any or other leads to non-performance.
Broadly skill can be categorized as mental and physical. However, physical skill is inculcated first by mental training that is later converted into physical skill that needs the least mind play. Physical skill is natural, habitual and ballistic with no almost stress on mind or body.. Physical skill turns to be material behavior of human body.
Skills are required at all levels from labor force to MD to Designer but the requirements are in different format. In India we have three level workforce: skilled labor (ITI) , technician (Diploma holders) and graduates but they are hardly taught the essential right skills . And hardy we teach them such other skills as career planning & development, Life skills. Time Management, Management, etc.
It is pertinent to note that Gandhiji tried "Nai Talim" in 1930 but had a very limited success. About 60-80% youths form the main core of workforce, 30-15 % middle level and 5-10 % top level workforce. Skill development program though needed at all levels, needs meticulous design at the main core of the work force. It is a national wastage every one is after graduation. If properly trained as per dynamic need of the time and paid well, many youths like in foreign advanced countries, will adapt skill development prgs. The wage differential, however, among these three levels of work force be kept minimum as physical and mental skill need to be weighted at par.
India will have to struggle at three levels: wage policy, institutions of skill development and dynamics of prgs.
