The core issue for not belonging is 'US vs THEM' attitude of local students and a sense of extreme neglect/indulgence from the local people. Having a small informal groups within the campus/classes would help to make them feel. In hostels, the authorities can introduce 'buddy system', a peer student of local origin can get them acclaimatize psychologically. Centre for foreign students will help to solve any legal issues, the foreign students face in the campus. In one of the place I worked, where we used to have many foreign exchangees, the buddy system worked well with them.
