Having been a resident of Delhi for more than a decade now, I would like to share my experiences as also some suggestions for all concerned.

ODD EVEN FORMULA which the ruling AAP Government implemented despite several hurdles by Center & its stooge L.G. trying to derail it in every which way they could did not work to their benefit. It was again a people's movement and hence was bound to succeed. The leading News Paper, Times of India was the worst critic of the Odd Even dobara ( repeat ) implementation after the first phase turned out to be a huge success. MLA's chose to break the law despite being requested and pleaded to co-operate and were challaned ( Vijay Goel & Paresh Rawal ) - it also shows whether common public should repose trust in such Neta's who ridicule a popular people's movement just because it is by a opposition party.
In the Phase-I, I had talks with many cabbies & my own experience in driving in Delhi traffic was a pleasant surprise when overwhelming majority said that the roads were decongested due to the implementation of the Odd-Even. China which failed in its endeavor to control pollution lauded the success of the scheme. So naturally when the second phase implementation was announced where the Local Delhi AAP Government took precaution from the first phase experience, they timed it well and despite severe criticism by Times daily, the people's verdict which they could not with-hold was quite clear in their own printed editorial where an overwhelming majority not just gave a Thumbs Up sign for the scheme but many also wanted it as a permanent implementation.

As far as the decongestion suggestion of traffic is concerned I would like to humbly put forward the following:

  • Since traffic build up occurs mostly in the morning hours - school starting hours & afternoon - when school ends, there should be a clear zone for school bus transportation commutation which could reduce the traffic congestion and also ensure that the kids reach home in time.
  • DISCIPLINE - a main element which is missing in common public in Delhi. Irrespective of being well educated, common Delhi-ites don't bother much for others when dropping their child at school and unmindful of traffic jams they cause by their irresponsible parking, jumping of traffic signals ( morning hours the traffic cops are not on duty before 9:00 a.m. so the traffic signals are not valued). 
  • The present system of CityBuses ( DTC ) to ply on the left side corner of the road is unjust. The left side of the road should be for slow vehicles like cycles, mopeds, cycle-rickshaws & smalll delivery tempos who have slow speed and could otherwise block the fast moving traffic in the other two lanes. Also in present set-up when the city bus have to take a right turn, they block off the commuters wanting to go straight ahead by cutting their path and taking the turn - stopping the traffic for some 20 seconds.
  • Traffic Signals should command respect. When the signal turns from Green to Yellow and then Red, it is often seen that a few bikes, cars and SUV's are unmindful of the traffic and don't bother to stop.
  • Zebra Crossings especially near the traffic signals meant for passer-bye on foot are encroached upon by vehicles and traffic cops don't seem to take cognizance of this as an offence. As a result public on foot are often at risk having to negotiate the traffic.
  • Widening of Roads is impossible as city is fully developed with schools, offices, residences and even government offices lining up on the roadside hence the alternative is to plan out arterial roads to decongest the existing roads.
  • With increased load of traffic due to additions of cars and public transport, new ring road corridors need to be created which could be linked to the present roads at intersections to cut the commuting time. In Delhi it could only be Up and above as the underground pathways is the domain of Metro which has its own plans of expansion and is doing a great job of linking city with other parts.
  • Rather than depending on the TATA & ASHOK LEYLAND and other heavy duty buses which run on diesel but are exempted to continue polluting the city, there is need to source Battery operated Green Transport.
  • Government should think to introduce TRAMS ( Yes, the old era transport ) which could pass through the city congestion at ground level connecting metro stations to interiors of other zonal areas.
  • Separate dedicated corridor for emergency transportation exclusively for Medical Emergency transportation - Ambulances as also a corridor alongside for use by Ministers without disturbing the common public's passage.
