I had good laugh after reading the topic / Heading of email of UGC. It speaks a lot. Let me add


1- I did my MBA in 1983 and worked in Corporate and Academia thru out. I got my MBA Degree from University only in 2006 when some body asked for it for applying for Ph.D. I didn't apply for Ph.D. as the process was insulting and not worth it. The point I was making was no body asks for degrees unless you don't perform.


2-  If a University can't prepare a student's passing documents in time and UGC has to intervene with such circular it is better that such a University is closed for incompetency.

Dear Sir, Why is it that someone has to point out that a duty must be done. It clearly
indicates a disregard to follow the norms. Why cannot the audit reveal this dereliction
in the university forums. In our great country, the courts tell the Govt to perform its
function diligently, the seniors in the Govt to tell the juniors to do things and then
the juniors pass it on to the humble clerks & peons to do the needful. The humble clerks
and peons are not expected to be responsible; so the irresponsibility moves upwards in
the same vicious way.

UGC has representations and references from 19'" May, 2016 been receiving a number of
complaints, different stakeholders in higher education regarding some universities which
are not awarding degrees in time to the students enrolled in different programs of study
offered by them. Time and again, UGC has written to institutions of higher education in

program. Needless to say, giving the degree in time after having successfully completing

privilege, the Commission notified full-fledged regulations entitled UGC (Grant of
Degrees and other award by Universities) Regulations, 2008, the regulation 4.4 of which
mandates that: "The Degree award date/s shall be within 180 days of the date/s by which
the studenb are expecbd to qualify and become eligible for them"

The period of 180 days is more than sufficient to perform the task which constitutes
perhaps one the most fundamental and primary duties of a university. lt is understandable
that withholding degree of a student who has successfully completed his tenure in the
institution of his enrolment, for whatever reasons, amounts to constraining opportunities
of a student.

UGC has taken a serious view of the this issue and will be constrained to take punitive
actions as are notified in Regulation 9 of UGC (Grievance Redressal) Regulations 2012
against the university.
