This is the one side of a coin. But the picture painted may vary from institute to institute, I mean generalization is to be made cautiously.

The other side of the coin is also equally important. Director/Principal draws the pay equialent to a Regional Commissioner who looks after 6 to 10 districts. Principal's chair is thorny one. S/he is the overall authority for the functioning of an institute following several Acts like EPF, IT, University and has to handle public and several regulatory authorities. The emergent issues or problems are of dynamic in nature and unpredictable. Principal has to face at least four agencies, i.e., regulatory bodies, students/parents/public, faculty and management. As against this Professor's job that draws equal pay of Principal (except Administrative Allowance), has a very limited responsibility. The PhD holders are usually found unprepared for this job because of several reasons like poor drafting, not ready to take risk (why to take a risk for a few thousands Rs?), not habituated to work hard, prefer short cuts, more leisure (human nature), etc.

Certainly pay hike to principal cannot work as a motivating factor. Principals be given free hand, autonomy, conducive environment, sense of accomplishment, status , etc. Sure am I at least a few professors will accept the challenge, "A" type category lot, 10 to 15 % by number but adding value 85-90 % to institute!

The reasons why the Ph.D., Professor are not interested is , as per my observations:-

1. Management entrusts them innumerable responsibilities such as 1. Cooking-up college records, Black money accumulations, all cash transactions always, quoting various fee structures to from time to time, allowing "special" students not to attend classes on all days - but once in a blue moon, pressurising the principal to offer more marks in internal examinations to some special students, maintaining dummy faculty members records to show and satisfy the authorities, managing the political  pressures from time to time, admitting whatever quality oriented students to hike up the quantity, because of that quality is in stake, losing complete touch with class room activities and performing table- functions, victims of the wrath of faculty members on salary hikes/appointments, promotions, etc.,   declining or avoiding required documentations such as offer letter, appointment orders, hiding from 6th pay commission/7th pay commission etc.,

If all the hazardous functions are to be performed by the Principal, then ,who could come forward to accept it. Is it a challenging job  or joining hands with unscrupulous acts?. 

That's why many doctorates are declining the post of principal. Of course, a Professor who is not interested to teach, and not a doctorate, no issues, they are ready for it at times and are to perform  such functions
